EN Grant Program n Purpose of the Grant Program: ¨ To help states, tribes, and territories develop connections to the Exchange Network and use it to share data and information that will enhance environmental decision-making n State and Tribal Assistance Grant (STAG) Funding: ¨ FY 2002: $25 M, funded 68 awards ¨ FY 2003: $19. 9 M, funded 68 awards ¨ FY 2004: $20 M, funded 67 grants ¨ FY 2005: $19. 3 M funded 59 grants ¨ FY 2006: $19. 8 M funded X grants ¨ FY 2007 : ~$15 M expected. 3
EPA Priorities n n EPA’s priorities for FY 2007 proposals: ¨ Deploying regulatory data exchanges. ¨ Utilizing established data exchanges or data exchanges established before the end of FY 2009. ¨ Publishing data. ¨ Establishing Nodes. Funds may also be provided for innovative projects. 4
Assistance Activities n Four (4) groupings of Assistance Activities ¨ Infrastructure – supports the development or upgrade of Nodes or Node clients to participate in the Exchange Network; ¨ Data Exchange and Integration – supports the development of the capability and the exchange of data through the Exchange Network; ¨ Mentoring, Planning and Training – supports Exchange Network activities such as mentoring other partners, planning activities, and developing training materials and conducting training on specific topics; and ¨ Collaboration – supports collaborative, multi-partner projects that demonstrate the value of the Exchange Network. 5
Eligibility Who is eligible? n States n Territories n Federally Recognized Tribes n Inter-tribal Consortia 6
Award Amounts n Approximately 30 to 40 assistance agreements are anticipated ¨ ranging from $75, 000 to $500, 000 ¨ a limited number of awards up to $500, 000. n n n For 2007, EPA will limit individual awards to an agency to no more than $300, 000. Collaborative, multi-partner grant project budgets cannot exceed $500, 000. EPA will set aside approximately ten percent of the appropriated funds for tribal assistance agreements. 7
Evaluation Criteria n Applications must address the following criteria: ¨ Expected Environmental Outcomes/Outputs: (Required) (20 points) ¨ Feasibility/Approach: (20 points) ¨ Relevance/Significance: (30 points) ¨ Resources and Key Personnel: (10 points) ¨ Environmental Results Past Performance: (20 points) 8
Application Instructions n n Deadline: November 20, 2006, 12 midnight (ET) Submit via Grants. gov OR Mail. Workplan, budget and other required documents Additional requirements: ¨ Cover letter: n Contact information, # of copies of full application, data exchanges and data standards for current request, any additional partners, amount of funds requested. ¨ List of no more than five (5) assistance agreements performed in the last three (3) years. n Similar in size and scope to current funding request. 9
