From Citi. Stat to Gun. Stat A Data-Driven Strategy to Address Gun Crime Tammy Brown, Senior Policy Advisor, BJA John Skinner, Site Liaison and Subject Matter Expert, BJA September 6, 2018
What is Citi. Stat? • Citi. Stat is a leadership strategy to mobilize city agencies to produce specific results. • Based on a series of monthly meetings with the mayor’s leadership team and collaborative agencies. • Meetings use data to analyze past performance, set new performance objectives, and examine overall performance strategies. 1
Citi. Stat’s Start in Baltimore • Modeled after a similar program in New York City, the Baltimore City Police Department initiated weekly Com. Stat meetings to improve crime-fighting efficiency. • Citi. Stat represents the extended application of the same basic principles to the management of all municipal functions. • First meeting held on June 29, 2000. 2
Citi. Stat Evolves – Gun. Stat • Stat meeting based on shared goal—targeted enforcement and prosecution of felony gun crimes. Shared purpose, not same boss. • Law Enforcement (local, state and federal), Prosecution (local and federal), and a variety of state agencies. • Tear down barriers and identify opportunities for collaboration. • Collaborative meetings require greater effort to coordinate the agenda. Relentless follow-up is essential to move agenda forward. 3
Gun. Stat The purpose of Gun. Stat is to measure core strategies/benchmarks that lead to an overall reduction of violent gun related crime. • Specific emphasis is placed on targeted defendants and gun related cases. • Prioritized by law enforcement, prosecution and community supervision agencies in order to bring solid cases to trial and keep gun offenders off the street. 4

Post Conviction Data Analysis 22
Post Conviction Monitoring • Unprecedented data sharing • Actionable data. • Mandatory releasees • Under 25 • Out for less than six months • With 2 or more federally significant convictions 23
• Targeted enforcement. Prioritization of violent offenders. • Dramatic reduction in arrests corresponds to drop in violent crime. • Dramatic reduction in arrestees being released without charges from SAO. 24
Recommendations: Starting the Process • Identify a Coordinator to Manage the Process • Initiate a Collaborative Monthly Meeting • Start by Examining Current Gun Arrests • Identify Core Data for Analysis • Establish Realistic Goals: Find Early Wins 25
Examples of Easy Wins • Co-location of Parole and Probation Agent and Department of Juvenile Services worker in the BPD Watch • Home checks to verify addresses registered in GORA; sheriffs • Police and PP joint home visits • Case reviews of cases NP by the prosecution • File color coded to identify and track gun cases for determination of federal or state prosecution with documentation • Tracking of calls for service on any gun related matter • Tracking of Gun Lab data and turnaround times • Postponements and cause 26
