INTRODUCTION: PSEDS is part of broader economic developmental policy within the province, hence it should not be implemented in isolation. PSEDS is meant to: q Focus where government directs investment and development initiatives; q Capitalise on complementarities and facilitate consistent and focused decision making; and q Bring about strategic coordination, interaction and alignment. The PSEDS is built on four pillars: q Increasing investment in the province; q Skills and capacity building; q Broadening participation in the economy; and q Increasing competitiveness.
BACKGROUND: KZN PSEDS was adopted by cabinet in 2007 and has since its adoption acted as a framework for the prioritization of spatial economic development initiatives in the province. The PSEDS aims to answer the question: “WHERE should development take place” Or put differently “WHERE should provincial government focus its’ RESOURCES? ” In a manner that is (1) sustainable and (2) ensures maximum impact

MOTIVATION: WHAT SHOULD WE DO DIFFERENTLY? § § § Which sectors should we prioritize- heterogeneity nature of the province? Where do we want to invest- Corridor development vis-à-vis spatial? Corridor Development vis-à-vis rural development Space vis-à-vis people? How do we deal with high agglomeration of activities in e. Thekwini, u. Mthlathuze and Msunduzi corridors? How do we achieve balanced economic growth- Rural-Urban Migration? Do we have the resources- What are the resource requirements? How do we attract Private sector investment- Buy-in; How do we monitor and evaluate the strategy? What is the role of each department? What is the role of Municipalities?
MOTIVATION: MARRYING THE WHERE AND THE WHAT § Focusing on what type of development should take place in different § § regions/districts helps us to overcome some of the challenges of spatial prioritisation. If development is to take place in each district, investment should occur in the sectors which provide the greatest socio-economic return to investment. This leads to a new question of prioritisation, namely which sectors should be prioritised in each district? We need to know what each district does best, but not just that we need to know what each district does comparatively best? This ultimately has led us to taking a Comparative Advantage Approach to spatial economic development.

METHODOLOGY: The METHODOLOGY for this study seeks to use available evidence to provide an OBJECTIVE spatial framework for economic development interventions. The methodology adopted would therefore result in the following: 1. Development of an objective criteria for the identification of Nodes and Corridors 2. Mapping of the identified Nodes and Corridors 3. Establishment a broad framework for prioritising economic cluster interventions within each district 4. Alignment of EDTEA plans with all other plans in the three spheres of government (i. e. National Provincial and Local)
METHODOLOGY: CRITERIA FOR IDENTIFICATION OF NODES 1. Multi-Sectoral factors – e. g. population density / contribution to GDP / diverse services to international, national and provincial clients 2. Strategic factors – Medium population density with high growth / high economic growth (high potential for future economic growth), diverse services to provincial and regional economies. 3. Local Influence factors – e. g. Centres have significance as district and municipal centres providing services to the district and local municipality 4. Poverty Intervention factors – e. g. large populations with high levels of poverty, low employment levels and spatial isolation. AGRICULTURAL LAND CATEGORIES Agricultural Land Category data was overlaid with the final node and corridor data to determine the % agricultural potential in each node / corridor Understanding agricultural land potential is essential in understanding the dynamics of rural communities and in formulating relevant strategies for rural development.

PSEDS NODES AND CORRIDORS 2016 Note: Buffer distances used are for illustrative purposes only and do not define what is included or excluded from a node or corridor. In addition, priority corridors are not defined by their width. Eg: the Port Shepstone / St Faiths / Ixopo corridor identified in 2007 as a priority corridor still exists as such – but its economic focus has changed to Poverty.
