Institutional Responsibility Residency The institution has sole responsibility for making the determination of whether the applicant meets the residency requirements. Institutions must follow guidelines set forth in s. 1009. 21, F. S. , in conjunction with 6 A-20. 003 and 6 A-10. 044, F. A. C. for residency determinations. The institution is required to check a student’s eligibility by the last day of drop/add for disbursement purposes. The institution is not required to re-evaluate the student’s eligibility status after the initial determination has been made. State Reporting Process • Master Eligibility List (MEL) – Centralized Programs • All students eligible for a centralized program will populate on the MEL • The MEL should be pulled down regularly as OSFA determines eligibility throughout the year • Disbursement Eligibility Report (DER) • It is recommended that students should not be paid until they have been successfully placed on the DER to ensure that students are eligible to be funded • Reconcile: Request or Return Funds • Grade and Hours • Any student funded at least one term during the year will populate on your Grade and Hours report www. Loan Volume Report Institutions that received state funds in Fiscal Year 2017 -2018 for student scholarships or grants administered by the Office of Student Financial Assistance shall create the following two reports in a format prescribed by the Department of Education. Both reports are due by December 1, 2018. A report of the following information by institution: • 1) federal loan information, including the total federal loan amounts disbursed and total number of students who received federal loans; and • 2) student level data for all grants, scholarships, and awards to students who applied for and/or received state-funded tuition assistance and aid.
