Flood Map Modernization Agenda: § FEMA Flood Mapping supports the NFIP § Flood Map Modernization Successes (FY 04 -FY 08) § Challenges Remaining § The Future (FY 09 and Beyond) 2
Flood Map Modernization FEMA Flood Mapping Supports the National Flood Insurance Program (NFIP)
Flood Map Modernization Floods caused $50 Billion in damages in the 1990’s; NFIP losses alone totaled $20 Billion in 2005 4
The Flood Insurance Rate Map (FIRM) Flood Map Modernization Flood Map Index Map Legend 5
NFIP 3 Legged Stool Flood Map Modernization § Insurance • Reduces burden on the Treasury and taxpayers § Floodplain Management and Mitigation • Required for insurance eligibility • Reduce the risks over time § Hazard Identification, Assessment, and Planning • Supports sound floodplain management, enforcement of insurance requirements and insurance rating 6
Flood Map Modernization Successes - FY 04 -FY 08
Flood Map Modernization FY 04 -FY 08 Flood Map Modernization § Flood Map Modernization is a 5 -yr $1 billion Presidential Initiative that ends in FY 08 § FY 08 Map Mod Budget – Appropriated $220 M § Digital Flood Hazard Data and Maps for 92% of the Nation’s population § Enhanced Flood Map Quality – primarily the flood hazard boundary § Effective Program Management and Performance Measurement § Effective Partnerships with State, Local and National organizations as well as Other Federal Agencies 8

Effective Partnerships Flood Map Modernization § Leveraging Resources • Federal Agencies § USACE § USGS § NOAA § IAA with USGS to manage Map Mod Orthoimagery § National Digital Orthophoto Program (NDOP) and National Digital Elevation Program (NDEP) § State, Regional, and Local Resources • Expanded Cooperating Technical Partners (CTP) Program 10
Levee Assessment Nationwide and Outreach Flood Map Modernization § Continuing Coordination with the USACE § Continuing to work with communities and levee owners to assess levees as part of the mapping efforts § Furthering Levee Stakeholder Education Efforts http: //www. fema. gov/plan/prevent/fhm/lv_intro. shtm 11
Risk-Based Resource Allocation and Planning Flood Map Modernization § Multi-Year Flood Hazard Identification Plan • Started in 2004 and updated yearly • States and other key stakeholders involved through business planning • Open and transparent resource allocation methodologies based on flood risk • Gives other federal agencies an idea of where and when we will focus our flood mapping – facilitates leveraging • Latest publication April 2007 available at: www. fema. gov/plan/prevent/fhm/mh_main. shtm • FY 08 MHIP update in work; expected release Spring 2008 12

Flood Map Modernization Challenges Remaining
Map Mod Challenges Flood Map Modernization Challenges identified through Map Mod: • Levees – good flood hazard data needed • Coastal Flood Hazards – Storm surge and wave height updates critical • NFIP participating communities – Not all will be “modernized” • Degradation of Flood Hazard Data – What was done early in Map Mod needs to be assessed 16
Flood Map Modernization The Future FY 09 and Beyond
Maps and the Mapping Process are Critical to reducing losses Flood Map Modernization § Good flood maps are necessary but not the only component of flood risk reduction • Without a good representation of the hazard you can’t reduce your risk • Maps without follow-up action by communities and individuals are less valuable § The Mapping Process Drives Flood Mitigation • Despite the media coverage many don’t see flooding as a problem for them • Flood map updates help communicate flood risk – encourage action 18
Flood Risk Mapping, Analysis, and Planning (Risk MAP) Flood Map Modernization § National Flood Insurance Reform Act of 1994 • Requires that FEMA review and assess the NFIP map for each community for map update needs each 5 years § Draft Concepts for FEMA’s potential Flood Risk Mapping, Analysis and Planning efforts to address this requirement in FY 09 and beyond being developed • Draft FEMA FY 09 Flood Mapping Concept Paper available at FEMA’s Flood Hazard Mapping Website: http: //www. fema. gov/plan/ffmm. shtm 19
