Ongoing Activities Collection of recreational data Implementation of trip ticket programs Head boat and menhaden port sampling Biological sampling Operation of FIN Data Management System

Recreational Catch/Effort To date, conduct almost 43, 000 interviews n Louisiana, Mississippi, Alabama and

Recreational Catch/Effort To date, conduct almost 43, 000 interviews n Louisiana, Mississippi, Alabama and Florida (east and west coast) We have already met 2003 quotas for all modes n Will again exceed quotas - currently at ~40%

For-Hire Catch/Effort For-Hire Telephone Survey being conducted in TX, LA, MS, AL & FL

For-Hire Catch/Effort For-Hire Telephone Survey being conducted in TX, LA, MS, AL & FL n n Texas only sampling offshore vessels States also collecting effort data from head boats Head boat sampling issues n Scheduled to conduct pilot survey in Alabama in 2004 w Catch and bycatch data collected via at-sea sampling w Testing feasibility of at-sea sampling for collecting bycatch Due to funding shortfall, will not be conducting this survey

Commercial Catch/Effort Trip Ticket Programs implemented in states except Mississippi and Texas n n

Commercial Catch/Effort Trip Ticket Programs implemented in states except Mississippi and Texas n n Mississippi – implemented oyster, bait shrimp and finfish; will be working on other aspects in future Texas – still evaluating effectiveness of trip ticket program to collect commercial data Electronic trip ticket reporting n n Working with dealers in LA, MS, AL, & FL Allows electronic reporting of data w More efficient and less time consuming n Currently have ~170 dealers on-line

Commercial Catch/Effort Pilot study to collect detailed effort in Louisiana n Focusing on shrimp

Commercial Catch/Effort Pilot study to collect detailed effort in Louisiana n Focusing on shrimp fishery – NMFS port agents w Collecting data as opportunities arise n In 2004, Louisiana personnel were scheduled to collect data from blue crab fishery w Directed sampling w Collect multiple gear and area fished, quantity of gear, days at sea, number of crew, fishing time, etc. Due to funding shortfall, will not be conducting blue crab pilot survey

Biological Sampling To date, collected almost 40, 000 otoliths for over 60 species n

Biological Sampling To date, collected almost 40, 000 otoliths for over 60 species n n Targeting red snapper, king mackerel, gulf and southern flounder, and amberjack Both commercial and recreational sampling Due to funding shortfall n Will not be targeting king mackerel and greater amberjack in 2004 w Still collect species via opportunistic sampling n Hopefully, NMFS can secure funding to restore sampling

FIN Data Management System Have commercial data (trip tickets) in system n n n

FIN Data Management System Have commercial data (trip tickets) in system n n n FL - 1985 to 2003 AL – 2000 to 2003 MS - 2003 (oyster only) LA - 2000 to 2003 Historical data from NMFS available Recreation data - 1981 -2001 Menhaden data - 1987 -1990 and 1993 -1999 Biological data in system (should be in system soon) SEAMAP data in system (1982 -2002) System on-line (as of July 2002) n To confidential and non-confidential users

Future Activities FIN Bycatch module n FIN addressed and developed program w Coast-wide program

Future Activities FIN Bycatch module n FIN addressed and developed program w Coast-wide program (Texas through Florida, Puerto Rico and U. S. Virgin Islands) w Include all living marine resources in estuarine, inshore, and offshore waters. w Conducted throughout the year and include commercial, recreational, and the for-hire fisheries

Future Activities FIN Bycatch module n Bycatch program include two components: quantitative and qualitative

Future Activities FIN Bycatch module n Bycatch program include two components: quantitative and qualitative w Quantitative n n At-sea observer program for selected commercial and for-hire fisheries Existing recreational data on the number of released and discarded finfish species

Future Activities FIN Bycatch module n Bycatch program include two components: quantitative and qualitative

Future Activities FIN Bycatch module n Bycatch program include two components: quantitative and qualitative w Qualitative n n Utilizing existing commercial, recreational and forhire intercept programs (TIP, logbooks, others) to identify and prioritize fisheries requiring collection of additional bycatch data through at-sea sampling Minimum data elements for module have been developed

Future Activities Still moving forward with using recreational fishing licenses as sampling frame n

Future Activities Still moving forward with using recreational fishing licenses as sampling frame n Various states need to modify recreational systems before licenses can be used as sampling frame

Closing Much progress has been made in improving commercial and recreational data collection and management Will continue to develop programs to provide best data for management of resources in Gulf of Mexico
