ISSUES • County Auditor is prohibited from fully exercising internal audit function because he manages the Accounting and Payroll Functions and cannot audit himself. • County Manager is charged with managing the budget, accounting, personnel management, purchasing and other related financial functions within our optional Council-Manager form of government, which creates a conflict with the historical duties of the County Auditor. • The County does not have written internal controls with respect to finance, physical assets, revenues, payroll, and debt. County has regulations concerning budgets, procurement, and fund balances sprinkled in County Code and in various Executive Orders.
