Background q HO from Macro BS to femtocell BS Without a providing neighbor list (OSG/CSG femtocell BSs) to an AMS, discovery (scanning) of Femtocell BSs (as target for handover) becomes difficult. PFemtocell BSs may reside in different frequencies as a macro BS so it may take a long time for the AMS to discover and scan those femtocell BSs. The scanning overhead of all femtocell BSs (in the neighbor list) is critical for initial network entry and handover. PIt would be helpful if a macro(serving) BS provides an optimized femtocell list which only contains femtocell BSs in the vicinity of the AMS. Therefore, section 17. 5. 1 describes that a macro BS can provide accessible femtocell BS list in the vicinity of the AMS with aid of AMS’s report containing initially detected femtocell BSs.
Femtocell BS detection and optimized femtocell List (1) An MS can perform initial scanning with one of possible frequencies. (2) The MS reports detected Femtocell BS information (BS #2 in f 1) from the initial scanning (3) Since a Macro BS has global knowledge on the Femtocell BSs’ topology, the Macro BS can provide the MS with the optimized neighbor list (BS #3 in f 3, BS #4 in f 4) to scan as HO targets. (4) Since the optimized neighbor list can contain (e. g. , BS ID, operating center frequency and system information etc. ) information required for scanning, the MS performs the second step scanning with the received optimized neighbor list.

The MS reports detected femtocell BS list to the serving macro BS. Based on the MS’s report, the macro BS provides the MS with an optimized femtocell BS(s) neighbor list which contains information of accessible femtocell BS(s) in the vicinity of MS. Then the MS performs the second step scanning with the received optimized neighbor list for access or handover decision. q 17. 5. 1 HO from Macro BS to Femtocell BS … An MS may scan and report information of surrounding Femtocell BS(s) to the macro BS in order to receive the optimized neighbor list containing information of accessible neighbor CSG/OSG Femtocell BS(s) in the vicinity of MS.
