FPS History • FPS traces its roots back to 1789 when six night watchmen were charged to protect federal facilities. • FPS was formally established by the General Services Administration (GSA) in 1971. • FPS transferred from GSA to DHS -ICE March 1, 2003. • FPS transitioned from ICE to NPPD October 28, 2009. 2 2

FPS Funding • FPS is funded on a fully reimbursable basis through the collection

FPS Funding • FPS is funded on a fully reimbursable basis through the collection of monies in three different ways: • Security fees charged as part of the rent paid to GSA. For FY 10, this rate is set at $0. 66 per square foot and funds FPS’ main responsibilities. • Facility-specific charges for countermeasures utilized in Federal facilities. These costs are paid by tenants directly to FPS. • Tenant-specific charges for countermeasures utilized specific to a single tenant in a multi-tenant facility. These charges are paid by the tenant directly to FPS. 12
