MINIMUM WAGE • The minimum wage movement started when people concerned about poverty realized that low wages were a major cause of poverty
MINIMUM WAGE First minimum wage laws were state laws that applied only to women and children. Adult males did not gain a legal minimum wage until 1938. In 1938 the passage of the Fair Labor Standards Act went into action.
MINIMUM WAGE The National Consumers League was one of the first organizations to support the establishment of a minimum wage
MINIMUM WAGE • 1912: with the help of the National Consumers League, Massachusetts became the first state to pass a minimum wage law for women and children. • This law stipulated that wages had to be enough to supply the necessities of life and to maintain a worker’s health. The compliance of this law was mostly voluntary. Employers who did not abide by the law were only punished by having their names published in the newspaper.
MINIMUM WAGE • 1923: a total of fourteen states in addition to the District of Columbia had put into action minimum wage laws. Most of these laws were not voluntary; employers faced fines or imprisonment. Many of these laws formed wage boards to set the minimum wage or the laws specified the certain minimum wage.
MINIMUM WAGE 1923: The US Supreme Court invalidated the minimum wage law that the District of Columbia had imposed. They argued that it violated the liberty of contract of both the employee and the employer. Based on the ruling many laws were struck down by federal courts and the remaining laws were not enforced.
MINIMUM WAGE In 1931 the first federal minimum-wage law was passed called the Davis-Bacon Act. It applied only to one industry which was construction firms working on government contracts.
MINIMUM WAGE • Two similar federal minimum-wage laws passed later on. • 1936: Walsh-Healy Act • 1965: Federal Service Contract Act • These laws similar to the Davis. Bacon Act only applied to companies in contract with the government and not with the private sector of the economy.
MINIMUM WAGE • In 1933 the federal government passed the first national law that sought to include many industries under this law. It was the National Industrial Recovery Act it was to create trade associations and created “codes of fair competition” and these codes were to be approved by the president. • Only two years after the passing of this Act the US Supreme Court declared the NRA unconstitutional in 1935, because it gave too much power to the president.
MINIMUM WAGE • 1938: the federal government passed the Fair Labor Standards Act. This officiated a national minimum wage. The law was upheld by the US Supreme court in 1941.
MINIMUM WAGE • The last minimum wage raise was in 2007. It was raised to seven dollars and twenty-five cents. • There has been lots of movements after this to raise the minimum wage once again. • As of 2008, according to the US Department of Labor thirty-two states mandate minimum wages higher than the federal minimum wage.
