Program Description Objectives Implement and enhance prescription drug monitoring programs. connect collaborate Connect survivors of non-fatal overdoses to treatment and recovery services. Develop multi-disciplinary projects that leverage key data sets to create a holistic view of the environment and develop interventions based on this information. . coordinate Support comprehensive crosssystem planning and collaboration. increase Increase the availability of treatment and recovery support services in rural or tribal communities by expanding the use to technology-assisted treatment and recovery support services. develop expand Expand diversion and alternatives to incarceration programs. Develop and implement strategies to identify and provide treatment and recovery support services to “high frequency” utilizers of multiple systems (e. g. , health care, child welfare, criminal justice, etc. ) who have a history of opioid misuse.

Application Note An agency should submit only one application per category. If an agency wishes to apply under multiple categories, a separate application is needed for each category of funding.
Key Requirements: Category 1 Overdose Outreach Projects Summary • The hours and days immediately after a non-fatal overdose present a unique opportunity to link individuals to treatment and recovery supports. • Historically, overdose survivors were medically stabilized and then discharged, often without referrals to treatment or recovery support services. • This funding category is intended to connect overdose survivors to services in the days that follow a non-fatal overdose.
Award Details Applicants are limited to units of local government and federally recognized Indian tribal governments (as determined by the Secretary of the Interior). Anticipate funding multiple awards up to $300, 000 per applicant. 1 Category Project period of up to 36 months.
Key Requirements: Category 1 Overdose Outreach Projects Mandatory Elements Budget • Applicants must document the impact of the opioid epidemic based on local, regional, or state-level data. • Applicants must identify a project coordinator, to manage the day-to-day operations of the initiative during the planning and implementation phase. No less than 50% of the project coordinator’s time should be directed toward the BJA-funded project activities. • Applicants must budget for travel expenses (airfare, hotel, per diem, and group transportation) for two staff to attend two face-to-face meetings in year 1 of the grant and one face-to-face meeting each year thereafter for the life of the grant. • Applicant must use available data on law enforcement calls for service, as well as data about naloxone administrations, to ensure that programming decisions are responsive. • Applicants must demonstrate a multi -disciplinary, collaborative approach to the project. • The interventions proposed must involve law enforcement. • Applicants must agree to track quarterly performance measures, including measures associated with future naloxone administrations as well as treatment engagement and retention. • Applicants must agree to work closely with BJA’s designated TTA provider.
Category 1 Priority Consideration Demonstrate the service area has been disproportionately impacted by the opioid epidemic. . Include an action researcher that will assist in the identification of the problem, design of the solution, and evaluation of the proposed initiative. priority consideration
Key Requirements: Category 1 Overdose Outreach Projects Allowable Uses of Funds • Connect survivors of a non-fatal overdose with treatment providers or a peer recovery coach immediately following the overdose. • Provide survivors of non-fatal overdoses, and their friends and family, with access to naloxone and other recovery support services. • Provide prioritized—ideally immediate—access to detox and treatment services as well as access to medicationassisted treatment. • Provide overdose prevention education and community outreach. • Engage an action research partner. • Support the mandatory project coordinator position.
