Carryover & Expiring Entitlements • Expiring funds declared as carryover are converted to Discretionary and re-distributed to the Regions for use during the current fiscal year. • Expiring entitlements can be retained within the State/Region by transferring funds to other airports. When Do My Entitlements Expire? • Large, Medium and Small Hub Primary – Passenger and Cargo Entitlements - 3 years (the year initially apportioned, plus 2). • Non-Hub Primary – Passenger and Cargo Entitlements - 4 years (the year initially apportioned, plus 3). • Non-Primary Airports (General Aviation, Reliever and Non-Primary Commercial Service) – Non-Primary Entitlements and Cargo Entitlements - 4 years (the year initially apportioned, plus 3).
