F 6 Extension – Stage 1 Roads and Maritime Services (RMS) Project Value: $2. 2 B - $2. 6 B Contract Value: $1. 5 M+ Contract Dates: August 2017 – June 2019 Project Type: Infrastructure Strategy Client Details: Camilla Drover, Executive Director P – 0418 254 722 E – camilla. drover@rms. nsw. gov. au The Project Key Achievements The F 6 Extension Stage 1 will consist of twin four kilometre tunnels linking the New M 5 Motorway at Arncliffe to President Avenue at Kogarah. The MBB team were heavily involved in all stages of the Final Business Case, starting with the initial design, through numerous assurance gates, in order to achieve sign off and funding from NSW Treasury. Key features will include ramps between the main motorway tunnel; surface intersection at President Avenue; tunnel stubs for a future connection south; a new intersection at President Avenue, including the widening and raising of President Avenue; provision of new shared cycle and pedestrian pathways; motorway support infrastructure, including tunnel ventilation systems, motorway control centre and new service utilities. The project will bypass up to 23 sets of traffic lights, ease congestion by reducing traffic on General Holmes Drive by 10, 000 vehicles a day. This package of work is being procured and delivered by RMS and is expected to be completed in 2024. The MBB team were also involved in the market engagement process which ensured that the delivery strategy was appropriate for the heated market conditions. Extensive market sounding for the project ensured that RMS was close to the market and in a position to react to unique market conditions. Matt Gallagher was heavily involved in the EIS process, which included design refinement, collaboration with other government agencies, public consultation and dealing with over 600 responses. Role and Services Matthew Gallagher and Alex Bye provide strategic, commercial, transaction and technical management services to RMS, through the business case, planning and procurement phase of the project. Matt Gallagher oversaw the design development, commencing with the procurement of the Technical and Environmental Advisors, who completed the concept design and Environmental Impact Statement (EIS). Matt was then responsible for managing the Reference design and co-ordinating inputs into the Scope of Works and Technical Criteria (SWTC). Alex Bye managed the Business Case writer in developing the Final Business Case that was approved by NSW Treasury. This process involved regular meetings with Tf. NSW and NSW Treasury, in confirming the Benefit Cost Ratio (BCR).
