2 year old Free Early Education Update Richard Soane • • • The 2 Year Old scheme provides 15 hours free for families on low incomes or for children in particular circumstances (see handout for criteria) About 40% of children are eligible (around 2, 300 in Newham) Objective of the scheme is to improve the life chances of those from disadvantaged backgrounds Evidence shows that access to good quality early education has a lasting impact on children from disadvantaged backgrounds Currently 6 schools and 7 Nursery schools offer places in Newham (350 children in Autumn term), alongside PVI and childminder provision. Funding rate is £ 5. 80 per child hour Slide 4

2 year old Free Early Education Update • If you have some spare capacity and you feel that the scheme works with your school objectives you may wish to consider offering places • Some potential advantages for the School are: § § § Relationship building with the family/carers Earlier identification of need and potential earlier solutions Continuity of care and learning for the child and siblings Identity as a “family school”- a strong marketing tool Potential for stronger parental engagement in volunteering, governance and fundraising § Opportunities for starting earlier in improving achievement and narrowing the gap § Opportunity for extended services in serving the whole community Slide 5

30 Hours for Working Parents Update • • This scheme doubles the free entitlement for eligible working families with 3 or 4 year olds (not in reception) The scheme rolled out nationally in September See handout for criteria It is expected that take up will grow towards a peak in the summer term – This is partly because of the single point entry to reception in September – But also because over time there more parents will be making choices about where to go who do not have an existing 15 hour arrangement with a provider. 30 hours directory www. newham. gov. uk/30 freehours Slide 7

Children’s well-being and partnership working • • • Children accessing 30 hours in schools- how do you ensure a balance of rich stimulating learning experiences with care? Unique child- following the needs and tuning in to their rhythms Positive relationships- key person relationships and communicating with parents, and other carers Enabling environment- providing an enabling routine, including mealtimes and rest, and a physical environment with cosy areas Partnership with other providers- childminders or PVIs- working together. All Early Years providers follow the EYFS and are inspected under the same Common Inspection Framework. If working in partnership with a childminder, we advise that you have a Partnership Agreement in place to safeguard the children, parents and providers. Newham has a proforma (see attached) Slide 11

Early Years Pupil Premium • • What is the pupil premium? From April 2015

Early Years Pupil Premium • • What is the pupil premium? From April 2015 children who are currently receiving early education for 3 and 4 year olds, who meet the criteria, will be eligible for the Early Years Pupil Premium (EYPP) – The EYPP is extra funding paid to early years providers to improve the learning and development outcomes for eligible children. – Providers with eligible children will receive an additional 0. 53 p per hour (about £ 300 per year) through EYPP All queries regarding EYPP should be emailed to edu-nurserygrant 3 -4@newham. gov. uk or tel 020 3373 0980 – Parents can provide the details for the check on a parent declaration form available at edu-nurserygrant 3 -4@newham. gov. uk – Schools can undertake a check at www. newham. gov. uk/eypp – Separate guidance has been issued to providers in relation to the use of funding and evidencing impact.
