Goals of the Executive Order ¨ Promote the benefits of preservation ¨ Foster recognition of historic properties as assets with economic as well as intrinsic value ¨ Encourage public-private partnerships ¨ Improve ¨ Support Federal stewardship preservation and economic development through heritage tourism
Policy Vision ¨ Set forth in Section 1 ¨ Federal government provides leadership in preserving America’s Heritage • Protects, enhances, and uses its historic properties • Promotes partnerships for preservation and use of historic properties
Property Management Policy ¨ Federal government shall manage historic properties as assets that: • support agency missions • contribute to community economic vitality • foster appreciation of American history and values
Broad Policy Directives ¨ Federal agencies shall: • protect and continue to use Federal historic properties • pursue public-private partnerships to promote both preservation of cultural heritage and potential economic benefits • maximize efforts to integrate National Historic Preservation Act and Executive Order into their program activities

Building Preservation Partnerships ¨ All agencies are to seek publicprivate partnerships to use historic properties to promote local economic development
Improving Agency Planning and Accountability ¨ Property managers must report on: • Condition of historic properties and suitability for contributing to community economic development • Compliance of regulations, etc. , with Sections 110 and 111 (revise if needed) • Progress (every three years) in identifying, protecting, and using historic properties ¨ All agencies must designate senior preservation policy official
Improving Federal Stewardship of Historic Properties ¨ Agencies shall manage properties to contribute to local economies and increase public access and benefit ¨ ACHP directed to accept donations to assist agencies with stewardship ¨ NPS to make available information for agency education and training ¨ ACHP to recognize agency achievement and submit recommendations to the President
Promoting Preservation Through Heritage Tourism ¨ Department of Commerce directed to assist States, tribes, and local governments in promoting heritage tourism • Commerce to work with ACHP and other agencies ¨ Property managers shall use historic properties in conjunction with State, tribal, and local tourism programs to foster partnerships

Section 2 Building Preservation Partnerships
Seeking Partnerships ¨ Each Federal agency shall seek partnerships with State and local governments, Indian tribes, and private sector ¨ Goal is promoting local economic development and vitality through long-term preservation and productive use of historic properties
Ensuring Support for Partnerships ¨ Each agency shall examine its policies, procedures, and capabilities ¨ Goal is to ensure agency actions under such policies, etc. , will routinely encourage public-private initiatives and investment
Section 3 Improving Agency Planning and Accountability
Assessing Current Status of Federal Historic Properties ¨ Each property-managing agency shall make baseline assessment of: • status of its Section 110(a) inventory • general condition and management needs of its historic properties • steps underway or planned to meet those needs • suitability of historic properties to contribute to economic development, including heritage tourism [Section 3(a)]
Reporting on the Baseline Assessment ¨ Each property-managing agency must report on its baseline assessment of historic properties by September 30, 2004 ¨ Report must be made available to ACHP and Department of the Interior (DOI) [Section 3(a)]
Assessing Agency Regulations, Policies, and Procedures ¨ Each property-managing agency shall review its regulations, policies, and operating procedures for compliance with Sections 110 & 111 of NHPA • Deadline for review is September 30, 2004 • Results of review must be made available to ACHP and DOI ¨ If out of compliance, amendments or revisions required
Tracking Progress in Managing Historic Properties ¨ Each property-managing agency is responsible for reporting on its progress in identifying, protecting, and using its historic properties • First report due September 30, 2005 • Reports due every third year thereafter ¨ Reports must be made available to the ACHP and DOI [Section 3(c)]
ACHP Report on the State of Federal Historic Properties ¨ ACHP required to report to the President every three years on: • the state of the Federal government’s historic properties • their contribution to local economic development ¨ Report will incorporate data from agency reports ¨ First report due February 15, 2006 [Section 3(c)]
Reporting Systems and Guidelines ¨ Agencies authorized to use existing information gathering and reporting systems during their assessments and reporting ¨ ACHP, in consultation with DOI, will issue advisory guidelines • Guidelines must be issued by September 30, 2003 [Section 3(d)]
Designation of Senior Preservation Policy Official ¨ Each agency must designate a senior policy level official to have historic preservation policy oversight • Assistant secretary, deputy assistant secretary, or equivalent • Designation deadline is June 30, 2003 ¨ This official or direct subordinate to be Federal Preservation Officer (FPO) • FPO shall be qualified and have access
Section 4 Improving Federal Stewardship of Historic Properties
Agency Stewardship Directives ¨ Property-managing agencies are to manage historic properties: • to promote their preservation and use as Federal assets • to contribute to local communities and their economies ¨ Agencies shall cooperate with local communities to increase public benefit from and access to Federal historic properties [Sections 4(a)-(b)]
Donations to ACHP to Assist in Stewardship ¨ ACHP directed to use its donations authority to encourage and accept public and private donations • Donations can be of money, equipment, or other resources ¨ Such donations to be used to assist agencies in the preservation of Federally-owned historic properties [Section 4(c)]
National Park Service Educational Assistance ¨ NPS directed to make available existing materials for stewardship education, training, and awareness • In doing so, NPS to work with the ACHP and consult other agencies ¨ Goal that all Federal personnel will have access to stewardship information, methods, and skills needed to productively use historic properties [Section 4(d)]
Encouragement & Recognition of Exceptional Agency Achievement ¨ ACHP directed to encourage and recognize exceptional achievement • In consultation with NPS and other agencies ¨ ACHP to develop recommendations on stimulating initiative, creativity, and efficiency in stewardship • To be submitted to the President and agency heads by March 31, 2004 [Section 4(e)]
Section 5 Promoting Preservation Through Heritage Tourism
Promoting Heritage Tourism ¨ Within existing resources, Department of Commerce directed to work with ACHP and agencies to: • assist States, tribes, and communities to promote use of historic properties for heritage tourism and related economic development • strengthen heritage tourism as it relates to historic properties and important natural assets on Federal land [Section 5(a)]
Forging Heritage Tourism Partnerships ¨ Property-managing agencies shall use their historic properties in conjunction with State, tribal, and local tourism programs to: • foster economic partnerships • cooperate and coordinate with tourism officials and others [Section 5(b)]
Summary of Agency Responsibilities
Responsibilities: All Federal Agencies ¨ Seek public-private partnerships to promote local economic vitality through use of historic properties ¨ Examine policies, etc. , to ensure encouragement of partnerships ¨ Appoint a senior policy level official (by June 30, 2003) to have historic preservation policy oversight continued. . .
Responsibilities: All Federal Agencies ¨ Cooperate with local communities to increase public benefit from and access to Federal historic properties ¨ Work with Department of Commerce in its effort to assist States, tribes, and communities in promoting use of historic properties for heritage tourism and related economic development

ACHP Agency Outreach
Assistance in Agency Reporting ¨ Will consult with agencies on existing reporting systems in development of advisory reporting guidelines ¨ Will issue reporting guidelines by September 30, 2003 ¨ Will work with agencies to consider and address issues raised in agency reports
Encouragement of Agency Innovation ¨ Will continue issuance of Chairman’s Award for Federal Achievement in Historic Preservation ¨ Will solicit from agencies examples of innovative stewardship techniques during development of recommendations to the President and agency heads on stimulating creativity in stewardship
Promotion of Federal Heritage Tourism ¨ Will sponsor a second Federal Heritage Tourism Summit • Planned for May 2003 in Washington • Opportunity for dialogue among Commerce, ACHP, and agencies on fulfilling mandates of Section 5
Assistance for FPOs ¨ Will convene a meeting of FPOs to: • brief newly appointed officials on their responsibilities • discuss Executive Order implementation ¨ Planned for September 2003 in Washington
Funding Stewardship Through Donations ¨ Will explore directive to seek donations to assist agencies in preserving Federally-owned historic properties • Opportunities for agencies without such a mechanism to utilize ACHP’s donations authority • Potential for ACHP to proactively seek donations
Encouraging Participation in Preserve America ¨ In addition to working with agencies to implement Executive Order 13287, ACHP will: • Encourage agencies to develop their own preservation awards programs or coordinate existing award programs with Preserve America initiative • Explore opportunities for agency programs to support Preserve America goals
