AREA OF FOCUS Smallholder (Macro-irrigation) Mozambique & Zimbabwe l Drip Irrigation (Micro-irrigation) Lesotho and Zimbabwe l Treadle pump irrigation (Micro-irrigation) Malawi, Mozambique and Zimbabwe l

MAJOR FINDINGS AND RECOMMENDATIONS l l l l PROJECTS DESIGN & APPROACHES TARGETING EIA PROCUREMENT & TECHNICAL SPECS PRODUCT & EXTENSION SUPPORT SYSTEM PERFORMANCE PROJECTS IMPACT

PROJECTS DESIGN & APPROACHES l l l Institutional analysis – technical, human resource, transport Policy and/or coordination Targets Inception, implementation and exit strategies Support/program package Unwillingness of Donors to fund software under emergency

TARGETING l l l Understanding farming system – geographical targeting Understanding the farmer – individual targeting Clusters- where resources are limited.

ENVIRONMENTAL IMPACT ASSESSMENT l EIA – policy, need and time factors. l Alternatives to EIA l Environmental concerns identified.

PROCUREMENT & TECHNICAL SPECS Technical capacity of FAO and IP l Low competition for local procurement l Gaps identified l Sharing of expertise, testing facilities and use of sub regional international experts. l Absence of procurement plan l

Drip kits- primary filter, pressure compensatory emitters, size of tank & filling frequency, water mgt, use of buckets, Smallholder irrigation- designs, quality of works and supervision.

PROJECTS IMPACT l l l Generally no M&E systems. Low capacity in FAO-EU or implementing partner. Difficulties in getting data on agricultural and financial performance – cohort farmer.
