EUTM CAR 2018 VALUES OF THE EUROPEAN UNION: Non-executive missions under the EU Common Security and Defense Policy (CSDP) are conducted with respect for the Host Nation (HN) culture, but without compromising key European values based on international laws and standards that , in accordance with Article 2 of the Treaty on European Union, are the following: "The Union is founded on the values of respect for human dignity, freedom, democracy, equality, the rule of law and respect for human rights, including the rights of persons belonging to minorities, In a society in which pluralism, nondiscrimination, tolerance, justice, solidarity and equality between women and men prevail "; The members of the mission must show, through their exemplary conduct, constant respect for the local population, authorities and military, in order to influence the will to adopt progressively the above principles; All members of the mission must maintain the highest personal standards of ethical behavior, impartiality and integrity and act faultlessly during and outside working hours in accordance with the Code of Conduct and Discipline for Civilian Missions of the European Union. 5

EUTM CAR 2018 PRINCIPLES OF THE EUROPEAN UNION: 1. Host Nation. The mission must work in close coordination with the military and political authorities of the Host Nation; 2. Understanding the environment. A shared understanding is essential to provide a basis for focused and coordinated actions. Being necessary anthropological, religious, ethnographic, social, political and economic information; 3. Respect for local culture. The ability of the mission and individuals to learn and understand culture, trends and traditions is a key factor for success; 4. Flexibility to adapt the mission to new circumstances at any time, remaining within the scope of the mandate. Ingenuity, initiative and imagination are convenient tools for managing unexpected situations; 5. Trust and security. It is the center of gravity of any CSDP mission. Gaining the trust of HN is the combined product of a respectful approach, humility, professional integrity and daily transparency; 6. Exemplary conduct. Each mission member must display the values of loyalty, cohesion, and discipline; 7. Patience and perseverance in terms of time management and understanding; 8. Legitimacy. The presence of the mission was requested by HN and the mandate authorized by a Council decision; 9. Open dialogue. EUTM CAR 2018 Portugal heads the European Union mission in the Central African Republic during the year 2018. In accordance with the higher orders of the Portuguese State, an army planning team for the European Union Training Mission in the Central African Republic 2018 (EUTM RCA 2018) was appointed by the Army Chief of Staff in September 2017. On November 2, 2017, operational training and the certification process was started for the mission of the Portuguese contingent, made up of soldiers from the three branches of the Armed Forces, which comprise a joint and combined headquarters, with a total of 170 military personnel from 12 EU and partner states such as Bosnia and Herzegovina, Georgia, Lithuania, and Serbia. EUTM CAR 2018 Commander Biography Brigadier-General Hermínio Maio was born in Pinhel, on November 22, 1962. He was promoted to the current position on September 14, 2016. He entered the Military Academy in 1980 where he completed the Military Engineering course in 1986, having obtained a Master's degree in Military Engineering in 2014. He is qualified with the curricular courses of career, the Course of General Staff and the Course of Promotion to General. It also has the National Defense Course, the NATO Senior Officers Policy Course and the NATO Crisis Management Course, as well as the Cours Supérieur d'Etat-Major (114ème Promotion) and the Collège Interarmées de Défense (9ème Promotion) in France. Throughout his career he served in several Army Units, the Joint Staff of the Armed Forces, the Ministry of Foreign Affairs, the North Atlantic Treaty Organization (NATO) and the European Union (EU). Its functions include the following: As Captain, he commanded the Officers and Sergeants Training Company of the School of Engineering in Tancos (1987 -89). As a Major he was Commander of the Engineering Company of the Mechanized Brigade in Sta Margarida (1994 -95) and as Lieutenant-Colonel he was 2 nd Commander of the Engineering Regiment nº 3 in Espinho (2003 -05). Subsequently, as Colonel, he was Commander of the same Regiment (2008 -10), responsible for the survey, training and certification of three Engineering Units for UNIFIL-Lebanon and an Engineering Unit for the EU-led Battle Group by Spain, in the second semester of 2010. He also commanded, as Colonel, the Practical School of Engineering in Tancos (2012). As Military Officer, he was Deputy Chief of the Army's General Staff Logistics Division (1997 -98), Deputy Chief of Staff of the Armed Forces (CEMGFA) (2005 -07), Deputy Chief of Staff of the Army Staff (CEME) (2011 -12), and Head of the Force Planning Division of the Army General Staff (2013 -14). He was instructor of several courses of specialty of the Weapon of Military Engineering and of the Course of Promotion to Captain. He held teaching positions as Professor of Engineering Tactics and Surveying at the Military Academy (1989 -1991) and Strategy and International Relations at the Institute of High Military Studies (1998 -2003). He has participated in several missions in the scope of the Security Sector Reform, namely as instructor of the Joint Commission for the Formation of the Angolan Armed Forces after the Peace Process (1991 -92) and as Technical Director of Technical-Military Cooperation Projects, within the scope Military Engineering, Guinea-Bissau and Sao Tome and Principe (2003 -04). He was also the representative of Portugal in the Technical Committee of the CPLP sent to Guinea-Bissau during the 2004 conflict. In 2010 he was appointed by the Minister of National Defense to serve in the Ministry of Foreign Affairs as Deputy Head of the Mission Structure for the organization of the NATO Summit in Lisbon. He held from 1 August to 14 October 16 the functions of Deputy Chief of the Military Mission of Portugal to NATO and the EU. He led the mission from February to July 2016. During this period he participated in the work of the EU Military Committee for the transition of EUMAM for EUTM RCA and the definition of the national contribution to this mission, as well as EUTM Mali and EUTM Somalia. He was also actively involved in coordinating the contribution of the National Military Representation in developing the concepts and capacities of the EU.
