EUROPEAN REGIONAL DEVELOPMENT FUND (ERDF) A way to make Europe About SILO and its team have extensive experience in the field of public procurement in all its aspects (public procurement of innovation, innovation in public procurement, etc. ), in multiple sectors (Healthcare, ITS, Energy and Environment, etc. ) and with different activities (training, awareness and dissemination, design of public policies and projects and implementation of projects). Within the framework of the HERCULES project, SILO makes available to the University of Murcia its knowledge, experiences and capacities for the development of the different activities linked to the development of the project, under the model of Technical Support Office. 2

EUROPEAN REGIONAL DEVELOPMENT FUND (ERDF) A way to make Europe PPI Classification 01 02 03 Pre-Comercial Procurement (PCP) Procurement of R&D services in which the public purchaser does not reserve the R&D results for exclusive use but shares with companies the risks and benefits of the R&D needed to develop innovative solutions that exceed those available on the market. Public Procurement of Innovative Technology (PPI) A public purchase of a good or service that does not exist at the time of purchase but can be developed within a reasonable period of time. It requires the development of new or improved technology in order to meet the requirements demanded by the buyer. Innovation Partnership (IP) This is the concatenation of a pre-commercial procurement process and the possible subsequent deployment contract through a single administrative procedure. It is the most advantageous instrument from the point of view of the traction of knowledge-intensive SMEs and the generation and promotion of sectors, as it allows small companies to compete in PPI contracts and then go on to the subsequent deployment (usually in a joint venture or subcontracted by a large company).

Innovative changes are made through the application of new knowledge and technology that can be developed internally, in external collaboration or acquired through advisory services or through the purchase of technology (OSLO MANUAL). 8

Up to 9 points A proposal for the use of innovative technologies and/or processes, considering that these represent a clear improvement in terms of quality, performance and/or functionalities of the SGI to be developed as opposed to the usual technologies and/or processes used in the management systems of Spanish universities and that therefore allow the specifications initially set out in the technical specifications to be surpassed. (Up to 9 points) Criteria 6: Proposed technologies and architecture for the performance of the service. Up to 8 points. Adequacy of the technology used and the proposed architecture to the proposed objectives, being clearly exposed from a technological point of view how to achieve the required functionalities, interoperability, integrations and innovation. Bids must exceed the state of the art, not only to score well, but to be eligible. In the execution will be part of the commitments of the company and obligatory compliance.
