A short history of EIP/FFG • 1993: initiative of Austrian government and Economic Chamber: BIT established in preparation for EU membership • Supported by all SRTI policy actors in Austria • Legal basis: association • Staff in 1993: 11 permanent staff • Staff in 2004: 35 permanent staff, 15 project managers • 2004: initiative of Austrian government to merge four organisations to form FFG - Austrian Research Promotion Agency • Legal basis: limited company • BIT – EIP: Division for European and International Programmes 2

EIP/FFG is … • hosting the Austrian National Contact Points (NCP) for FP 6 and other international programmes offering targeted information, assistance and coaching services providing EU RTD experts for FP 6+: 20 permanent experts, 10 experts on projects networking in specific support actions stimulating FP participation and collaborative learning offering gateways to R&D partners from Austria • • 4
Core services of EIP/FFG • Developing the client base – customer relations! >30. 000 clients from 14. 000 organisations in Austria • providing information on EU & internat. RTD • offering individual advice & coaching for proposers - checking project idea vs. Work Programme and Call - ensuring eligibility (formal criteria) - checking for clarity of presentation - advising for all evaluation criteria, legal & financial aspects - finding complementary partners - final check of proposals before submission! - offering targeted training for proposers • enlargement & internationalisation: a priority • strategic monitoring of Austrian participation 5

Nurturing the EIP/FFG‘s client base Customer Relationship Management: INNOman è 65% of the submitting organisations are in active contact with EIP/FFG - there success rate is significantly higher than that of organisations without direct contact to EIP/FFG 7
Activities 2004 • Some 140 information and training events • ~9. 000 advise actions responding to requests of clients getting into direct contact with EIP 34% IND, 24% UNI, 21% ROR, 20% OTH • 6. 600 short information to interested partners • 1. 900 detailed advise & coaching sessions for proposers • FFG/EIP provides high quality information & advice: • ~ 65% of submitting proposers are in active contact • > 80% of successful proposers are in active contact 8

Preliminary conclusions for Austria in FP 6 • In general, satisfactory Austrian participation • very strong participation of UNI and RES • strong cooperation with new members BUT: • company participation smaller than in FP 5 • less coordinators than in FP 5 • high expectations regarding simplification 16

AT-SK cooperation in FP 6 Some conclusions • From FP 5 to FP 6: no increase of cooperation • Is the level of cooperation achieved enough for strengthening the links in our region? • How can we increase cooperation in joint EU projects? Some proposals: • Develop a joint strategy for cooperation • organise collaborative NCP actions, e. g. SSAs • utilize synergies between bilateral and multilateral programmes and initiatives, e. g. ASO • develop further ERA-NET cooperation 18
