Aid • How to better define the roles & added-value European v. local actors? • How to deal with the very high competition coming from the call for proposals procedure (and very low success rate of applicants)? • How to adapt EC instruments to be more strategic when engaging with civil society organizations? 2010: Launch of a multi-stakeholders dialogue / working group to try to answer to these questions.
