SDMX The Statistical Data and Metadata e. Xchange is an initiative aimed at developing and employing more efficient processes for the exchange and sharing of statistical data and metadata among users.

Micro Data Archive Mo. SPI, Computer Centre has developed Micro Data Archive portal available on Ministry’s website as per DDI (Data Documentation Initiative) standard that uses XML to produce structured Micro data documentation using IHSN (International Household Survey Network) Micro data Management Toolkit for all the Surveys and Census conducted by the Ministry. Users can also find summary statistics like Min, Max, Mean, Std. Dev etc. on Categorical or Dimension variables like State, District, Religion, Social group etc.

Progress in Pilot Project SDMX pilot project of the India– EU Cooperation – Quarterly National Accounts Aggregated Data. Eurostat’s SDMX Converter tool is used in which Quarterly National Accounts Data has been converted into SDMX format.

Some of the issues were identified in the process are as under: 1. Time Format of fiscal year is usually a Calendar Year. However in case of India, it is April (current year) – March (next year). Initially it was apprehended that the exact matching code for the fiscal year pertaining to India may not be available. However, subsequently, guidelines on Non- Calendar Year Reporting of Data was received and the issue was resolved. 2. Usually internationally units are in millions, billion etc. Consequently the multiplier in the code list caters to the same. However, domestically figures by NAD are usually released in Crores, for which no inbuilt multiplier was available in the code list. For selection of multipliers from those available within the code list, the figures may have to be converted into billions etc.

3. The activity codes available in SDMX global registry were found to be at disaggregated level whereas in some cases, in Indian context: a)the data corresponds to an activity group like Electricity, Gas and Water supply (instead of three separate activities) and the segregation into various components may not be possible.

Point 3 …… b)Other instances of such cases include activities like“Trade, hotels, transport, communication and services related to broadcasting” and “Public Administration, defence and other services”. It was suggested by the expert that such cases may be resolved by indicating the entire data against the major activity(say electricity in the present case) and adding the explanation in footnote (that the data pertains to other activities say Gas and water supply as well). However, it was felt that many times enough attention isn’t paid by users (to the comments etc. ) and hence erroneous conclusions are likely to be drawn by such users. Besides the data at activity level wouldn’t be strictly comparable.

Future Activities 1. Training on SDMX Reference Infrastructure (SDMX RI) Tools whereby users can query the output via web services and data is disseminated in different formats like excel, pdf, csv etc. Training has been planned for 9 th to 13 th September, 2017 in India. 2. Training to convert Metadata into International standard.

Future Activities 3. In the pilot project, only CSO would be involved in the initial stages of data dissemination i. e. , converting NAD quarterly aggregated data into SDMX format and make it available for data dissemination. Other Ministries like Ministry of Agriculture and Ministry of Corporate Affairs that provide data for compilation of National Accounts may be included in the later stages of SDMX project.
