EU SPP Rajasthan- Highlights Objective of EU SPP: 1. State wide water sector reforms leading to sustainable and integrated water resources management spread over 60 % area in 11 districts, 82 blocks, 3182 GPs covering 11249 villages 2. In selected Areas of Rajasthan, Panchyati Raj Institutions (PRIs) are executing their responsibilities and achieving: • • a. sustainable water supply B. Conservation, stabilization and replenishment of surface and ground water

EU- SPP Rajasthan- An Overview �Financial support of € 80 million by EU �EU- SPP Tenure from 2007 - Dec, 2013 �Extension up to December, 2015 has been approved by the European Union. �€ 73. 5 mn for the government of Rajasthan �Remaining € 6. 5 mn– Technical Assistance, Monitoring/Evaluation, Audits (EU contracted) �Financial Progress: �So far € 52. 30 mn released by the European Union �€ 18. 2 Million expected by the end of 2015

Co-management of water �Govt works together with citizens & communities �Not new: Involvement of rural communities living close to forests in protection and management of forest resources under Joint Forest Management (JFM); farmers participate in all stages of irrigation development through to operation and maintenance under Participatory Irrigation Management (PIM); Swajaldhara; etc. IWRM is promoted in State Water Policy (SWP) Rajasthan is the first state to adopt IWRM 7

IWRM Is a process which promotes the co-ordinated development and management of water, land related resources, in order to maximize the resultant economic and social welfare in an equitable manner without compromising the sustainability of vital ecosystems – IWRM is a concept and a process (it is NOT a scheme!) – IWRM looks at the quantity and quality of available water resources (surface and groundwater), in an integrated manner – IWRM involves integrated planning and management of all water related sectors of government – IWRM is inclusive and participatory, involving all water users and uses. – IWRM can be done at ‘local’ level as well 8

Water Sector reform through EUSPP 9

Key Achievements under EU-SPP State Water Policy-2010 enacted in the State. Learning lessons from Rajasthan, Go. I also included IWRM and the village wise aquifer mapping as core activity in National Water Policy 2012. To ensure water security through local level water management mechanism in 3182 GPs, Integrated Water Resources Management (IWRM) plans prepared & implemented. Sustainable Water Campaign implemented and Mass scale public awareness programmes through print and electronic media and through NGOs launched in the State. Workshops at Block level and at District level were organised through Communication and Capacity Development Unit (CCDU). 10

Key Achievements under EU-SPP Exposure visits organised for officials, NGOs, PRI personnel ans public representatives by IGPRS Constitution of Rajasthan River Basin and Water Resources Planning Authority in the State. IEC activities like Jal Abhiyan, Jal Chetna Yatra and Jal Mela have been organised. Water Auditing and Benchmarking of 57 irrigation schemes has been done and planned to do for 70 more schemes in this financial year. Mukhya Mantri Jal Swalamban Yojana started in the State Benchmarking and Water Audit study completed in Bhakra, Gang Canal & IGNP. Work of Kota Zone & Udaipur Zone is under Progress. Construction of piezometers for groundwater monitoring is in advance stage. 11

Key Achievements under EU-SPP Equipping piezometers with digital water level recorders, one in each district implemented for the first time. Tahal Study on Updation and upgradation of basin-level water resources data completed. Based on this Report, proposals for harnessing water resources are being prepared. 14 schemes of inter basin transfer & interlinking of rivers to accelerate the augmentation of water for drinking purpose and efficiency improvement has been prepared. National Level Workshop on "Community Based Water Management in Rajasthan: A Forgotten Glory or Future Hope" conducted. 12

Key Achievements under EU-SPP Aquifer Mapping Studies was recognised at national level and selected under the category of best initiatives taken in Water Management sector for “India Geospatial Excellence Award” by Geospatial Media and Communications Pvt Ltd Hyderabad. Model District Irrigation Plan for Sikar District prepared as a showcase study. Rajasthan is the first State in country which has initiated preparation of such plans and this has been acclaimed by MOWR. Benchmarking Study of Rural and Urban Water Supply Schemes completed. MTEF document for BE 2015 -16 prepared. District IWRM Plans for 11 Pilot districts prepared. 13

Key Achievements under EU-SPP Rajasthan Water Conservation Mission, 2015 and now “Mukhya Mantri Jal Swalamban Yojana” has been started in the State. It will encompass all the water management & capacity building activities related to water sector reform including preparation of IWRM Plans in all gram panchayats of the State. NGOs played an important role in preparation of IWRM Plans in all Districts Implementation of the IWRM Plans is also through NGOs, Handholding and Capacity Building of NGOs Training of personnel of NGOs through IMTI Kota and IGPRS, Jaipur 14
