SOLUTIONS FOR NON-CITED HS - ACTIONS FROM OCT 03 RD 2017 INFORMAL MEETING ACTION ON ETSI to raise the issue with the relevant TC and propose that they should initiate work on revisions in order to submit for publication in the OJ revised versions of that standards that take into account the Commission’s comments. ETSI agreed to make the proposal, while reminding that it could not guarantee the response as all standardisation depends on voluntary contributions from stakeholders. © ETSI 2017. ETSI SPECIAL TASK FORCE STF 541 Rational: • The European Commission requested ETSI to provide • • harmonised standards in support of the RED in response to Standardisation Request M/536. The scope of the RED is broader than the R&TTE Directive e. g. essential requirements with respect to receivers. New harmonised standards = new technical challenges in relation to some equipment categories: Receive only equipment Receiver parameters for equipment to support an efficient use of the spectrum Radio determination equipment Radio equipment below 9 k. ETSI SPECIAL TASK FORCE STF 541 Progress: • An information session on the start of the STF activities was held • • in ETSI HQ on 23 February 2018. STF 541 will establish a close relationship with SE 21 and interchange their work with SE 21. Presentation of progress at next TC ERM meeting in June 2018 in ETSI HQ. Outcome: • Technical Report and an ETSI Technical Specification including • the definitions, required parameters (e. g. interfering signals definition) and conformance test procedures for the different use-cases/scenarios. One of the objectives is to clarify the status of the clause 4. 1 containing concerns raised by ETSI members on SRdoc. • Clause 4. 1: ETSI members are entitled to include a statement at this point in the document, if their concerns cannot be included elsewhere. Such statements should be clearly attributable to the ETSI member(s) making these statements. EC and its committees under the Radio Spectrum Decision or those responsible for European Directives relevant for ETSI (e. g. 1999/5/EC and 2014/53/EU), CEPT/ECC, ITU) relating to radio spectrum matters. © ETSI 2017. U, the following liaison with CEPT/ECC and ETSI is established: ETSI Secretariat representatives act as Observers to (re-)present the ETSI views when attending meetings of CEPT/ECC Plenary as applicable. ETSI TC ERM appoints Liaison Officers to (re-)present the ETSI views when attending meetings of CEPT/ECC Working Groups as applicable. ETSI TC ERM may also nominate Reporters to gather information about ongoing work in CEPT/ECC WG sub-groups and disseminate it within ETSI. When necessary the Observers and Liaison Officers at meetings of the CEPT/ECC and its Working Groups may request assistance from experts from ETSI TBs and ISGs for providing expertise on particular topics. CEPT/ECC WG sub-groups (i. e. ERM TG 28 noted a difficulty with regard to SRDs frequencies plan and the related technical parameters not being any more in line each other between regulations due to recent publication of EC decision 2017/1483/EC and also frequent changes in ERC/REC 70 -03. ETSI TC ERM is seeking clarification from SRD-MG on how to handle parameters from ERC REC 70 -03 being complementary and sometimes more restrictive than the parameters from the EC Decision in a legal and perennial way in Harmonised Standards. © ETSI 2017. The ERMTGDMR chairman informed TC ERM that TG DMR decided not to continue with EN 303 405 as Harmonised standards, but EN. EN 303 405 was approved in NV and published by ETSI however it has not been accepted by EC for publication in OJEU. After discussion with EC, agreement could not be achieved on the changes requested by EC (i. e. no positive tolerance on output power allowed). It should be noted this standard is already listed as harmonised (subclass 51) so TGDMR accepts CEPT should publish the revised DEC/(15)05 but EN 303 405 will not be listed in OJEU. © ETSI 2017.
