1) RED – working assumptions Mandates: ETSI is working under the assumption that: • Existing mandates under 1999/5/EC shall be construed as mandates • under 2014/53/EU Any new “mandates” will take the form of Standardisation Requests under Regulation 1025/2012: implementing acts which follow the examination procedure of that Regulation, requiring a positive opinion of the Committee of Standards Additional requirements of article 3. 3: • Any Decisions invoking additional essential requirements under • 8 1999/5/EC shall be construed as invoking the equivalent essential requirements under 2014/53/EU The Commission may invoke new additional requirements as a delegated act. © ETSI 2011. 3) Wireless Access Systems in 2. 45 GHz (including Wireless Industrial Applications) EN 300 328 V 1. 8. 2 currently on ENAP until 29 July • Includes improvements in test methods and improvement in spectrum -sharing methods, principally for Bluetooth equipment. Expected to be published as v. 1. 9. 1 (31 January 2015) • Subsequent version is being developed to include additional solutions for WIA and meets the requirements of the 2008 TCAM Decision • i. e. including a spectrum-sharing mechanism facilitating “sharing • • 10 between the various technologies and applications which currently exist and in case of congestion, users will be ensured equal access (and as a consequence a graceful degradation of service to all users)”. Expected to be v. 1. 10. 1, as the WIA community had asked for more time to prepare proposals that are in line with the TCAM decision Work progressing in ERM TG 11 with co-operation of CENELEC TC 65 X under “mode 4” © ETSI 2013. 3) Wireless Industrial Applications in 5. 8 GHz Based on an ETSI System Reference Document (TR 102 889 -2), CEPT had developed ECC Report 206 (WIA in the band 57255875 MHz). This report indicates sharing is possible and hence CEPT FM has suggested to ETSI to start to develop a Harmonised Standard covering WIA applications, assuming an e. i. r. p. of less than 400 m. W, and that appropriate interference mitigation methods are specified. ERM TG 41 (Wireless Industrial Applications) are considering a system approach based on a Central Control Point (CCP) ) to facilitate intra-system sharing but also to protect incumbent services (Radar, ITS, BFWA, . . ) (similar to the master-slave concept used by DFS - RLAN to protect radar in 5 GHz). 11 © ETSI 2011. 3) Wireless Access Systems in 5, 8 GHz EN 301 893 being revised to improve tamper-resistance of products. The draft is now approved for EN Approval Procedure (ENAP) Liaison with CEPT work on ”RLAN extension bands” mandate (RSCOM 13 -32 rev 3) : • need to protect primary services, • need to search for solutions which allow usage by RLAN on a co- • 12 primary basis which also allow incumbents to complete their mission. need for a multi-part discussion, with active participation from all interested parties. © ETSI 2011. 4) DECT CEPT/ECC have updated ERC Decison (98)22 on the exemption from licensing of DECT equipment TC DECT work to update the related Harmonised Standards (EN 301 406 and EN 301 908 -10) depends on the update of the DECT Class 1 subclass 18. 5) Antenna Characteristics of Mobile Phones ETSI presented at EC workshop on 10 June 2014 ETSI is well-placed to respond to a standarisation request if necessary • Probably in TC MSG • Responsible for European requirements for 3 GPP Important that all stakeholders contribute • Mobile Network Operators • Mobile Equipment Manufacturers • National Administrations • User Representative organisations • The European Commission All of the above are directly represented in ETSI EC to consult stakeholders and propose action if necessary 14 © ETSI 2011. 6) Automotive EMC Directive to be replaced by UNECE Reg 10, with effect from November 2014. • Applies to vehicles, and “Electronic Sub Assemblies” (ESA) EC paper EMC(19)10 clarifying the application to after-market equipment, adopted after consulting EMCWP Subsequent clarifications (via email from EC): • Reg 10 is intended to apply to equipment essential to operation of the vehicle • Not intended to apply to special vehicles (e. g. for emergency services) • 2004/104/EC to remain in force (? ) Technical issues remain, but difficult to influence UNECE • Single spurious emissions requirements inappropriate for radio equipment EUANB advised the Notified Bodies, based a modification of EMC(19)10 ETSI request Commission either to confirm or modify its position as published in EMC(19)10. • Necessary for the update of EN 301 489 -1 15 © ETSI 2013. 7) EMC immunity for multimedia equipment CISPR 35 not adopted by IEC pr. EN 55035 approved in National Vote in CENELEC • Not ratified by CENELEC BT • Not to be presented for the OJEU Generic in scope: • EN 300 386 (EMC Telecommunications Network Equipment); and • EN 301 489 ( EMC for Radiocommunications Equipment) take precedence as more specific (according to CENELEC Guides). 8) Man Over Board recovery ERM TG 26 is also working on standards for locating people lost at sea: using DSC (EN 303 132 -1) and using the Automatic Identification System (AIS) signalling (EN 303 098 -1 parts 1 and 2) and using homing beacons (EN 302 961). A final draft of the DSC MOB standard (EN 303 132 -1) • Consultation with ECC Maritime Forum, June 2014 • ERM TG 26 may propose work items for Harmonized Standards EN 303 098 -1 (MOB using AIS signalling) failed NV, • negative votes from DE, DK, IS, NL, NO & UK, and abstention from CH, • • 17 IT, MT, RO, SE. 8) Man Over Board recovery (contd) The EN 302 961 series using maritime personal homing beacons at 121, 5 MHz was published in July 2013 and cited in the OJEU in October 2013. ETSI has contributed to discussions within TCAM on the application of article 3. 3 e) to these devices, and has contributed to discussions in ITU-R WP 8 B. 18 © ETSI 2011. All rights reserved

9) OJ citation under R&TTED The latest list OJ C 297 on 12 October 2013 (223 ETSI Harmonized Standards) Since the publication of the last list, ETSI has published a further 23 Harmonized Standards, which are awaiting citation. • List annexed to separate report. 5 Standards on ENAP, or approved to start 21 open work items pre-TB approval Members urge the EC to publish a new list as soon as possible Working assumption: Standards currently under public approval process will be cited under RTTED Many RTTED standards may be suitable under RED with no (or minimal) modification 19 © ETSI 2013.
