1) Impact on ETSI – initial assessment Transform existing Harmonised Standards under RTTED to Harmonised Standards under RED • 223 Harmonised Standards currently listed in OJEU (Oct 2013) • Need to add requirements on receivers in many cases • Need to remove essential radio test suites from art 3. 2 standards • Co-ordinated by OCG RTTED (renamed? ) • Will need new mandates from EC Standards under EMCD (7) can probably by cited unchanged • (to be confirmed) Review supporting documents • EG 201 399: “Guide on production of Harmonised Standards”: (underway in ERM RM) • TR 102 070: “Guide to the application of harmonized standards to multi 4 radio and combined radio and non-radio equipment” (under consideration in ERM)

1) Impact on ETSI – initial assessment New mandates expected from the Commission for: • Clarification of scope of RED • Receiver performance • Chargers • Software-Defined Radio • Access to Galileo Further mandates as needed • Need for EC to clarify transitional provisions Many more products under the scope of RED • Anything with a GPS receiver • Anything with a Bluetooth device • M 2 M devices • Radar devices 5

1) Impact on ETSI – initial assessment Impact on ETSI Directives • Drafting rules

1) Impact on ETSI – initial assessment Impact on ETSI Directives • Drafting rules (at least annexes D, E, G) EDM procedures and skeleton documents • To be reviewed Update training material • ETSI Seminar, staff training Update communications material • CEPT/ETSI/EC Regulatory brochure • ETSI Web site 6

1) Impact on ETSI – initial assessment Impact on co-operation with other bodies •

1) Impact on ETSI – initial assessment Impact on co-operation with other bodies • CEPT-ETSI Mo. U refers specifically to 1999/5/EC • Needs an editorial update: no substantial change foreseen • CEN-CENELEC-ETSI co-operation • (art 3. 1 (a)): Safety Standards are developed by CENELEC • (art 3. 1(b)): EMC for comms network equipment and other radio equipment by ETSI; EMC Standards for broadast receivers by CENELEC (art 3. 2 & art 3. 3) : Radio spectrum standards by ETSI No identified need to change the above 7 • • • Continuing need for close co-operation with: • RTTE Compliance Association (renamed? ) • Administrations Co-operation group (ADCO) • European Commission (TCAM & RSCOM) • Radio Spectrum Policy Group (RSPG)

1) RED – working assumptions Mandates: ETSI is working under the assumption that: • Existing mandates under 1999/5/EC shall be construed as mandates • under 2014/53/EU Any new “mandates” will take the form of Standardisation Requests under Regulation 1025/2012: implementing acts which follow the examination procedure of that Regulation, requiring a positive opinion of the Committee of Standards Additional requirements of article 3. 3: • Any Decisions invoking additional essential requirements under • 8 1999/5/EC shall be construed as invoking the equivalent essential requirements under 2014/53/EU The Commission may invoke new additional requirements as a delegated act. © ETSI 2011. 2) Digital Dividend Joint ETSI CENELEC WG on Digital Dividend now operational • Initial report expected in October, to provide input to the Commission on a possible 700 MHz mandate Final report expected November 2014 Active co-operation with CEPT/ECC • • Technical specification of “idle mode” provided to CENELEC ECC Report 207 (2014 -01) under study in ERM/MSG TFES, as the basis to review LTE emission masks for Base Stations & User Equipment Short-Range Devices standard (EN 300 220) under review to improve Rx performance Improvements made to GSM-R Rx performance specification(TS 102 933 : 2014 -06) Next meetings: • ERM TG 28: 4 to 6 November, Sophia Antipolis • TFES: 25 to 26 September, Sophia Antipolis • JWG: 2 to 3 September, Brussels 9 © ETSI 2013. 3) Wireless Access Systems in 2. 45 GHz (including Wireless Industrial Applications) EN 300

3) Wireless Access Systems in 2. 45 GHz (including Wireless Industrial Applications) EN 300 328 V 1. 8. 2 currently on ENAP until 29 July • Includes improvements in test methods and improvement in spectrum -sharing methods, principally for Bluetooth equipment. Expected to be published as v. 1. 9. 1 (31 January 2015) • Subsequent version is being developed to include additional solutions for WIA and meets the requirements of the 2008 TCAM Decision • i. e. including a spectrum-sharing mechanism facilitating “sharing • • 10 between the various technologies and applications which currently exist and in case of congestion, users will be ensured equal access (and as a consequence a graceful degradation of service to all users)”. Expected to be v. 1. 10. 1, as the WIA community had asked for more time to prepare proposals that are in line with the TCAM decision Work progressing in ERM TG 11 with co-operation of CENELEC TC 65 X under “mode 4” © ETSI 2013. 3) Wireless Industrial Applications in 5. 8 GHz Based on an ETSI System Reference

3) Wireless Industrial Applications in 5. 8 GHz Based on an ETSI System Reference Document (TR 102 889 -2), CEPT had developed ECC Report 206 (WIA in the band 57255875 MHz). This report indicates sharing is possible and hence CEPT FM has suggested to ETSI to start to develop a Harmonised Standard covering WIA applications, assuming an e. i. r. p. of less than 400 m. W, and that appropriate interference mitigation methods are specified. ERM TG 41 (Wireless Industrial Applications) are considering a system approach based on a Central Control Point (CCP) ) to facilitate intra-system sharing but also to protect incumbent services (Radar, ITS, BFWA, . . ) (similar to the master-slave concept used by DFS - RLAN to protect radar in 5 GHz). 11 © ETSI 2011. 3) Wireless Access Systems in 5, 8 GHz EN 301 893 being revised to improve tamper-resistance of products. The draft is now approved for EN Approval Procedure (ENAP) Liaison with CEPT work on ”RLAN extension bands” mandate (RSCOM 13 -32 rev 3) : • need to protect primary services, • need to search for solutions which allow usage by RLAN on a co- • 12 primary basis which also allow incumbents to complete their mission. need for a multi-part discussion, with active participation from all interested parties. © ETSI 2011.
