Background Global Fund, Geneva 2002: global health financing for HIV, TB & Malaria (MDGs, [4, 5, 6 &8] – [SDGs 3&17]) Eswatini – received over $257 m [E 3. 6] to date : Sep 2003 – Dec 2019 Donor Funding on the Decline for the 3 Programs: HIV, TB &Malaria & Admin (CCM Funding- Secretariat) Three Programs: 2015 - 2017; $80 m, 2018 - 2021; $50 m, 2022 - 2025 = Less than $ 50 m? ? Need for an exit strategy/Plan = increasing domestic financing Strategic Conversation between PM, Minister, Sec to Cab, CCM & the GFCT GF has allocated $100 000 for the Sustainability and Transition Plan Eswatini needs to establish the Sustainability Transition & Co-financing Committee (STCC) for the health sector To implement sustainable programs & supporting transition preparedness Eswatini does fulfil its Global Fund Obligations in terms of meeting the 15% as Government contribution towards the current active grants

Agree on the vision and princip les of the sustainability and transition model for health Appoint technical committee members endorse reports from the techn ical committee Develop TORs Define the Sustainability and Transition model objectives Define indicators and targets/ milestones for the technical comm. Develop a costed operational plan based on objectives, indicators and targets/ milestones defined
Next Steps Eswatini has developed an STC Concept Note with more stakeholders There has been numerous consultative process involving senior Government officials (PSs and technocrats & CCM) The composition of the STC Committee is Government, Partners, Private Sector and Civil Society The CCM Secretariat has facilitated 1 st Technical Committee [TC] Meeting Steering Committee approves TORs & Work Plan Global Fund has recruited the Consultants to facilitate development of the Exit Plan GF YET TO INTRODUCE THE CONSULTANT TO THE COUNTRY It is expected the consultants will work with other stakeholders IN COUNTRY FOR THE NEXT 12 MONTH
