ESBRs project Ø European system of interoperable business registers (National Business Registers and Euro Groups Register) NSIs and Eurostatistical business registers become interoperable to produce one consolidated and accepted output for producing consistent global statistics • Interoperability: • • LEGAL: same legal framework ORGANIZATIONAL: agreed processes and governance SEMANTICAL: use of standards, single identifier for legal units TECHNICAL: automation in data exchanges
CURRENT state NBRs exchange data with Eurostat on multinational enterprise groups • Since 2008 NSIs exchange micro data according to the Regulation 177/2008 with Eurostat. • NSIs send during the year to Eurostat information of on legal units and control relationships • Eurostat had developed a stand alone system (EGR 1. 0) to process control relationships and reconstruct the enterprise groups • Eurostat sent back the consolidated enterprise groups to the NSIs for manual validation • Statisticians in the NSIs did not use the frame to produce statistics on globalisation as main source because of low coverage & quality
TARGET state NBRs and Eurostat become more interoperable to achieve more efficiency and more quality • By 2020 NSIs exchange micro data with Eurostat according to the Framework Regulation Integrating Business Statistics • NSIs and Eurostat can interact and exchange standardized information of on legal units control relationships, enterprise and groups characteristics • Eurostat has developed an on line collaborative system (EGR 2. 0) to process such information, reconstruct the enterprise groups and integrate the statistical units enterprise and groups and their characteristics • NSIs can interact with data to improve quality according to an agreed organisation and governance. Focus on the largest and most economically relevant units (Profiling) • Statisticians in the NSIs can use the frame as a trusted backbone to produce statistics on globalisation

Timing Challenges – Solutions (examples) • Challenge: • Solution: BA should come at the beginning of a project, in the ESBRs the EGR 2. 0 was already specified for development adapt the TARGET state, us the available specs and stay realistic BA put in evidence some inconsistencies between different parts of the project (Profiling and EGR 2. 0 business process) Need to review some parts of the business process, further develop it to eliminate the inconcistencies

MS Differences Challenges – Solutions (examples) • Challenge: the CURRENT states in MS are quite different, thus there are different distances to achieve the TARGET state Solution: the BA helped to focus the discussions on: § § What is the level of ambition? What is needed is different NSIs? How can the change be proposed? How can capabilities be harmonised - subsidiarity?

Next steps • The Business Statistics Directors Groups (BSDG) agreed on the main concepts of the ESBRs BA • They requested further work: • Immediately: an extra document on "Goals and Key principles" to better understand the core proposal • Task Force: maintain the BA, review the Road map and higlight the intermediate steps and milestones • Support needed from EA especially on redesigning the Road map
