ESB Networks AIP Programme : 1. Review of where we are Before the Special IGG of 7 th June 2006, a first draft document ‘Impact of AIP on ROI Retail Market’ issued from ESB Networks AIP programme. This set out the impacts for the Irish Retail Market that had at that time been identified by ESB Networks as a result of the AIP, in so far as the requirements were known. Before the IGG of the 22 nd June 2006, all key design issues were included in Appendix 8 in the second draft of the discussion document. At the IGG on the 22 nd June there was a walk through of each of the issues in that document. Before the IGG of the 13 th July 06, updated Appendix 8 issued on 7 th July , ver 0. 3, containing feedback from Market Participants, SIMDRACS Co-Ordinator, new requirements that were received from Regulatory Authority, and review of Design Issues by ESB Networks. Following the IGG of the 13 th July 06, four Market Participants responded to specific queries raised at that IGG. At the IGG of August 10 th 2006, the responses were debated. In early August 2006, CER/SIMDRACS gave approval to proceed with the detailed design based on what had been discussed to date with the IGG. At the IGG of 21 st Sept 2006 there was a recap of the high level design for AIP and an update on issues. On 7 th Oct 06 draft ver 0. 4 issued, followed on 13 th October by version 0. 41 which had the marked-up changes of ver 0. 4 removed. This document was reviewed at the Special IGG on 16 th October. Option 3 of the Message Model was presented and all Market participants were asked to respond by 19 th Oct. MCRs issued in 3 batches over 24 th, 25 th and 26 th October 2006. All Market participants responded by 26 th October to Option 3 : 4 in favour, 3 not. Option 3 of the Message Model was incorporated into these MCRs. 2
ESB Networks AIP Programme : 1. Review of where we are …… contd At the IGG of 1 st November 06, draft ver 1. 0 MCRs and issues were discussed. Retail Market Participant Comments were fed back and baselined ver 1. 1 MCRs were issued on 15 th November. On 6 th December 06 draft ver 0. 5 issued having been updated with the outcome of the discussions from the Special IGG on the 16 th October and the IGG on the 1 st November. It summarises the contents of the ver 1. 1 MCRs. At the IGG of 14 th December 06, alternative proposals for MCR 063 were presented and comments were requested. Two Market Participants have responded On 21 st December 06 , ver 1. 2 of MCR 123 issued for comments. Two comments have been received. On 8 th January 2007 ver 1. 0 ‘Impact of AIP on ROI Retail Market’ issued , which was a cleaned-up copy of draft ver 0. 5 without the marked-up changes. At the IGG of 1 st February 07 , initial proposals for Market Trials, Market Assurance and Cut-Over were presented and three Market Participants fed back comments. On 12 th February 07, 8 Discussion Requests issued for comment and two Market Participants responded. On 1 st March 07, the draft XML schema issued At the IGG of 8 th March 07, 7 Discussion Requests were agreed and revised proposals for DR 0137 were presented 3

Review of where we are…… contd On 15 th March 07, responses were received from two Market Participants to DR 0137, both in favour and on 2 nd April, MCR 140 issued based on revised proposals for DR 0137 On 15 th March 07, one Market Participant responded in agreement to slides presented at the IGG of 8 th March on MCR 063/Validation of Aggregation. On 15 th March 07, two Market Participants responded to proposals presented at the IGG of 8 th March on the Basic Rules for calculation of QH Estimates for use in Indicative Aggregation. Both were generally in favour , and one had a specific comment which was put forward for your consideration on 2 nd April. On 16 th March 07, 7 MCRs issued based on the 7 DRs which were agreed at the IGG of 8 th March 07. New DR 0141 to remove the pattern in the XML for the GUID issued and based on this, MCR 143 issued on 12 th April. On 23 rd March 07 , one sample message for each new or changing message type issued to all Market Participants On 2 nd April 07, two new DRs viz DR 0142 and DR 0143 issued to correct text in MPD 2 - QH COS and MPD 20 - Change of SSAC and/or Supplier Unit On 16 th April 07, Release 13. 0 of the MPCC and Webforms was issued to all Market Participants by CD. 4

Review of where we are …… contd At the IGG of 19 th April 07, 9 MCRs were approved viz MCR 131, MCR 132, MCR 133, MCR 134, MCR 135, MCR 136, MCR 137, MCR 140, MCR 143. 2 DRs were agreed to be progressed to MCR viz DR 0142, DR 0143 and 4 new DRs were proposed. On 23 rd April 07 an updated sample 595 xml message (Version 6. 1) issued to all Retail Market Participants. One Retail Market Participant indicated that they were in agreement with the 1 st July 07 as the proposed Closing Date for registration of Non-Participant Generators with MRSO. ESB Networks AIP Programme made a presentation to the Small Scale Generator Forum on May 4 th 07 covering Registration for Non-Participant Generators On 4 th May 07, 4 DRs issued for comment viz DR 0144, DR 0145, DR 0146, DR 0147. These were based on the slides that were presented at the IGG of April 19 th 07. In addition, 2 DRs were progressed to MCR and also issued for comment viz MCR 145/DR 0142, MCR 146/DR 0143 By 10 th May 07, two Retail Market Participants had responded to the DRs and MCRs that issued on 4 th May with no specific comments on their contents. On 31 st May 07, 4 MCRs issued for comment viz MCR 148, MCR 149, MCR 150, MCR 151. These were based on the DRs that issued on 4 th May. By May 31 st 07 MRSO had contacted all NP Generators who had not registered. At the IGG of 7 th June 07, 5 MCRs were approved viz MCR 145, MCR 146, MCR 148, MCR 150, MCR 151. Subsequently, MCR 149 was approved. 5

This was in relation to a Cutover Action Item to issue a document with the aim of reviewing the contents of the MPRN Dataset. One response has been received. On the 9 th July 07, Retail Market Participants were requested to install Release 13. 0 on their TEST MPCC and to carry out connectivity testing (999 message) at the earliest opportunity. On the 19 th July 07 there was an update to the IGG. On the 27 nd July 07, MPRN Data Set Explanatory Note v 1. 0 issued On 7 th August 2007 'Impact of AIP on ROI Retail Market’ draft ver 1. 1 issued which reflected progress since the last release of this document including 15 MCRs which were formally approved through the IGG and Progress Updates given at the last 5 IGGs During August 13 th through August 24 th 2007 the project supported IPT testing During the last week in August 2007, MRSO issued confirmation of export arrangements to Non Participant Generators On 7 th September 2007 the Scripted Market Trials finished and the project completed its support for the sending of scripted data to the SEMIT End Aug/ early Sept 07 , the project carried out a Data Verification exercise with Retail Market Participants in advance of Unscripted Market Trials 6

Review of where we are …… contd On September 12 th & 13 th 2007 , The MPRN Dataset issued following the Cutover to Unscripted Market Trials On September 12 th 2007, Retail Market Participants were requested to contact us about carrying out connectivity testing (999 message) at the earliest opportunity for Unscripted Market Trials. On the 14 th September 2007 there was an update to the IGG. On 2 nd October 07, 'Impact of AIP on ROI Retail Market’ Ver 1. 1 issued During Sept/Oct 07 the Project supported Unscripted Market Trials , including connectivity with Retail Market Participants On 10 th Oct 07, Release 14. 0 of the MPCC and Webforms issued to all Retail Market Participants by CD. On October 12 th 2007, RMDS issued their document ‘Market Approach to Cutover Version 6. 1’ On the 18 th October 2007 there was an update to the IGG. On the 23 rd Oct 07 the project carried out a Data Verification exercise with Retail Market Participants in advance of Go-Live Cutover took place during the October 07 Bank Holiday week-end and finished on the morning of Tuesday 30 th October with the update to the Extranet. 7

On Tues 30 th Oct, Thurs 1 Nov and Mon 6 th Nov , the MPRN datasets were issued to Suppliers and TSO. On Thursday 1 st November 07 the Un. Scripted Market Trials finished and the project completed its support for the sending of data to the SEMIT On Friday 2 nd November 07 the first SEM D+1 Indicative Aggregation completed. On Wednesday 7 th November the first SEM D+4 Initial Aggregation completed. On Wednesday 14 th November 07 the last pre-SEM D+10 Initial Aggregation completed. 8

ESB Networks AIP Programme : 2. Review of Cutover - Review Cutover went well and to plan , with a small delay of a couple of hours during internal checks on Monday 29 th October resulting in a delay with establishing connectivity with Retail Market Participants. Extranet Upgrade Following feedback after the last IGG, the timing of the Extranet upgrade was moved from the Friday of the cutover weekend to the morning of Tuesday 30 th October. MPRN Data. Sets The MPRN Datasets issued on Tuesday 30 th October and Thurs 1 st Nov , and to PES on Mon 6 th November. Data Verification We completed a Data Verification exercise with the SMO and Retail Market Participants in advance of Go-Live 17

Go-Live Operations Overall successful with all Aggregations being issued to SMO on schedule PDS are operating to D+4 timelines for QH data New Interface for QH Import Reads for TCON sites from Eirgrid to ESB Networks is live Percentages being used for Go-Live for the SLA % values for actual/est flags As communicated in the update on Nov 1 st , following responses from 4 Retail Market Participants, the values implemented are the same as for Unscripted. One respondent suggested that these values would be scheduled for review in 6 months time. Error with SSAC value in 148 * 105 messages – Cutover Scenario C There was an error with 148 of the 105 Market Messages , Cutover Scenario ’C ‘which issued with the SSAC as per the 010 message instead of SSAC of ‘A’. Not all Retail Market Participants were impacted , and each of those that were was contacted on 9. 11. 07 with a list of affected messages. We apologise for this error. 18

Go-Live Operations………………. contd Retail Market Messages - operating successfully with 2 minor exceptions viz. a) the first day after Cutover there was a slower throughput than usual due to a backlog of messages being processed. b) The 595 QH Import Aggregation Message contained non-loss adjusted values in the field ‘Loss. Adjusted. Aggregated. Consumption’ in the lower level segment that is called Additional. Aggregationinformation>Additional. Aggregation. Consumption’ , from go-live. Note that the data sent to the SMO was correct, no other messages or segments were affected, and the CEDQ file for TSO was also unaffected. Apologies for this, it was an error and is being handled as an urgent defect We expect it to be corrected for 595 messages going forward for early next week, and MRSO will let you know when this has been done. 19
ESB Networks AIP Programme : 2. Other Updates Unscripted Market Trials The Project continued to support Un. Scripted Market Trials until it finished on 1 st Nov 07. After this the Unscripted Market Trials Environment was unhooked from Retail Market Participants’ test MPCCs and connectivity was disabled. Trading Day/ Settlement Day testing with SMO The Trading Day/Settlement day CR for new and deregistered Wholesale registered Units were successfully tested in Un. Scripted and before Go-Live. This SIMDRACS CR is now closed. There are no new or outstanding MCRs or DRs 20

Items for Hand-Over : Issues – B/Fd to November IGG Data Queries and AD Hoc Aggregations Material Differences Consumption Adjustments inside or outside the 13 months Issue 20 Issue 18 Issue 19 The Ad-Hoc Aggregation facility is included in the design for use as and when required by the SMO to settle a Dispute , Data or Settlement Query or a Consumption Adjustment that can not be handled by scheduled aggregations. Consumption Adjustments inside or outside the 13 months window are subject to ongoing proposals with the Mods Committee. Further updates that impact the Retail Market will be provided by MRSO. 23

Items for Hand-Over : Issues – B/F d to November IGG Definition of Working days Issue 1 A Working Day for MRSO includes Bank Holidays but not Saturday and Sundays and the SMO settlement calendar will have detais of any exceptions to this. Calendar for Aggregation Issue 7 The Christmas Calendar for Aggregations is being discussed with SMO and it is likely that aggregations will run earlier than would be usual. MRSO will advise the calendar to the Retail Market once details have been agreed with the SMO Metering Responsibilities - placeholders in MCRs This item is being handed over to MRSO 24

Items for Hand-Over : New Items Potential Future Changes to the Design [a] ‘RA 324’ A SIMDRACS Modification to the T&SC has been proposed whereby Demand Data would never be Price-Effecting. [b] Netting of Non-Participant Generator Data can result in Positive Interval values It is expected that there will be a request from CER for a new Retail Market DR. This is expected to allow for Supplier Unit Data in the 590/596 to contain positive interval values, instead of the current design where if, following the subtraction of all of the nonparticipant generation that is registered to a Supplier Unit, the supplier unit volume in an interval is positive then that supplier unit volume interval is set to 0 by MRSO before submitting the data to the SMO. An email is currently issued to the Supplier in question and copied to the SMO by MRSO and this would no longer be required. Further updates that impact the Retail Market will be provided by MRSO. 25

Items for Hand-Over : Contingency for Aggregation in the event of Major System Problem - Proposals In the event of a major problem with the System, we are considering potential contingency arrangements for Aggregations , and would like your views on the following proposals Proposals For Initial Aggregation, the proposed contingency is that the SMO would be asked to use the Indicative D+1 aggregation for the Initial D+4 aggregation For Indicative Aggregation, the proposed contingency is that the Initial Aggregation data for the same day of the previous week would be sent to the SMO for use in the Indicative Aggregation. This would be sent by email. In either of these cases, the Retail Market 59 x series of aggregation messages would not be sent to Retail Market Participants. In these circumstances you would be notified that the contingency arrangements are in place. We are looking to understand if not getting these messages in an exceptional case would cause you problems Can you please send your comments to 26 MRSO by COB Friday, 7 th December
