VANDERBURGH COUNTY PROBATION I. Vanderburgh County Adult Probation has a structure in place that regulates the amount of screens a Probation Officer can administer based on the clients level of risk. It is broken down as follows: ü High Risk: ü Medium Risk: ü Low Risk: I. Receive 15 screens in the span of 6 months (screen every 1. 5 - 2 weeks) Receive 7 screens in the span of 4 months (screen ever 2 - 2. 5 weeks) Receive 4 screens in the span of 2 months (screen every 2 weeks) Unfortunately, even if a client’s risk assessment is accurate, 15 screens over the course of a 6 month period is simply not enough. This reflects as one glaring variable contributing to the high recidivism rates of Probation both in Vanderburgh County and across the State of Indiana, and that is the lack of accountability. ERAM however has been developed to be the outlier in this equation. ü ERAM – A client on ERAM could receive anywhere from 180 to 360 tests in a 6 month period, or 7 to 14 tests per week. 2
ERAM • ERAM (Electronic Remote Accountability Monitoring) is a complete red-flag technology that utilizes “DARSYS” (Drug Abuse Recognition Systems) training, more specifically the Rapid Eye Technique, to perform a variation of a field sobriety test through a mobile device. During this test, the trained administrator walks the participant through a series of steps looking for the following: • Pupil reaction to light stimuli • Dilation / Constriction • Nystagmus • Non-convergence 3
ERAM & RECIDIVISM • In an effort to reduce recidivism and Jail / Prison overcrowding, ERAM was developed to provide another alternative to incarceration • Through additional testing, often multiple Rapid Eye tests and verbal contacts per day, has heightened the level of accountability for offenders. Knowing that their testing isn’t so sporadic, creates less opportunity for criminal thinking and behavior • Instant result notification allows the probation officer to be proactive rather than reactive, making their jobs more efficient. This allows for a quicker plan of action for those who may have relapsed • Thanks to ERAM’s mobility and flexible scheduling software, those who face issues with travel and transportation can take this device with them anywhere in the U. S. and continue to test daily. 4
