Environmental Technology Verification (ETV) Program Environmental Protection Agency (EPA) Program ETV Goal Provide credible environmental technology performance data from disinterested third parties under the auspices of EPA CTC
Program Background · Numerous reports/committees identify need for environmental technology verification - Lack of credibility of new technologies - Inertia of system, risk aversion of purchasers and permitters · 1993 - EPA begins program formulation 1994 - President’s ETI adopts verification as one of its objective and provides funding 1995 - President’s environmental technology strategy, Bridge to a Sustainable Future, adopts EPA lead verification program as an initiative 1996 - $7 million ETV Pilot Program begins 1997 and 1998 - congress appropriates $10 million for verification · · CTC
ETV Strategy - Operating Principles • • • Make objective performance information available to environmental marketplace • Voluntary program • All vendors welcome • Do not “approve” or “disapprove” technologies Focus solely on commercial-ready technologies; not research or “scale up” program Leverage capacity, expertise, and facilities of others through third party partnerships CTC

ETV Coatings and Coating Equipment Program (CCEP) Scope Unbiased, third party verification of the acceptability of lower polluting coatings and coating application equipment for various substrates in a broad range of industries Partner Concurrent Technologies Corporation A nonprofit organization headquartered in Johnstown, PA P 2 Issue Surface coatings represent 20% of stationary source VOC emissions and significant HAP emissions Market Numerous coatings and equipment manufacturers worldwide CTC
Operations Process • Form stakeholder group, conduct regular meetings (semi-annual) • Research, identify, prioritize focus areas • Conduct open solicitation for focus areas - request for technologies (via direct mailing, publications, CBD) • Develop test and quality assurance (QA) protocol • Conduct testing • Evaluate test results and quality in report to EPA • Issue Verification Statement • Conduct ongoing outreach CTC
ETV CCEP Benefits • • • Provides a product marketing tool (Verification Statement) for vendors Provides objective, credible pollution prevention (P 2) and performance data to buyers Increases market penetration of lower polluting products Reduces risk for financial investors/users Facilitates technology acceptance and permitting at state/local levels Initial bonus benefits – Testing cost share with program – More direct promotion of initial verifications CTC
Business Strategy • • Move toward commercialization from the start All verification costs shared with the vendor at a minimum For current testing commitments, 1 st product requires 25% minimum fee from vendors, additional products require a higher contribution Remaining product fees dependent on program funding CTC
Vendor Role in the ETV CCEP • • • Attend initial vendor meeting – Ensure an understanding of ETV – Discuss test scope (verification factors) and test plan development process – Discuss test fee and cost share Work with the ETV CCEP to develop, review and approve test plan for product Provide product for testing, pay testing fee Witness testing or conduct testing under audit by the ETV CCEP Review and approve test report (including the Verification Statement) CTC

Innovative Products Focus Area • • Over 30 applicant products to date • 18 liquid coatings (14 paints) • 6 UV-curable coatings/inks • 4 equipment products • 3 powder coatings Liquid paint (traditional curing) products - vendor meeting held 11/98 – Four vendors attended meeting (8 responded with interest) – EPA validating test method for measuring HAP/VOCs during application and curing – Begin testing mid-1999 CTC
Innovative Products Focus Area • • Stakeholder group voted on priorities at meetings – UV-curable coatings – Laser guided spray gun (Laser Touch ®) – Spray gun cleaning equipment – Powder/H 2 O slurry application – Waterborne coatings for wood – Supercritical CO 2 paint spray application ETV CCEP is pursuing these areas/technologies to determine the degree of interest of the vendors in participating CTC
