RPS C 2: Exceeding waste storage limits at permitted sites because of COVID-19 • RPS C 2 is regarding exceeding waste storage limits at permitted sites because of COVID-19. • This COVID-19 RPS only applies: § if you can demonstrate that you need to temporarily store more waste than your permit allows because of coronavirus (COVID-19) restrictions § to wastes you are authorised to store under your permit • You must not: § store a type of waste that is not on your permit § store waste for more than 3 months unless the Environment Agency has agreed this in writing www. gepenv. co. uk ENERGY | ENVIRONMENT | TRAINING Slide: 4

RPS 224: Collecting non-hazardous, non-food waste from different premises at a single site • Currently an Environmental Permit is required if you are producing, treating and storing waste from different premises at a single site. • RPS 224 means that organisations can treat and store waste onsite without an Environmental Permit so long as they: § Only store waste you are collecting for onward transportation § Store putrescible waste (organic matter that will decompose) in a fully enclosed container to prevent and minimise odour and access by vermin and pests § Store liquid waste in a suitable leak-proof container with secondary containment, such as a bund or any other system that prevents waste escaping § Do not mix different types of waste. www. gepenv. co. uk ENERGY | ENVIRONMENT | TRAINING Slide: 5

RPS C 8: Social distancing when signing and handing over waste transfer and consignment notes in person • RPS C 8 is regarding social distancing when signing and handing over waste transfer and consignment notes in person because of COVID-19. • RPS C 8 applies to organisations that use: § paper copies of waste transfer notes, § paper consignment notes § an electronic system that requires a digital signature on a handset This RPS will be withdrawn on 30 th September, unless this is extended. www. gepenv. co. uk ENERGY | ENVIRONMENT | TRAINING Slide: 6

RPS C 9: COVID-19 and packaging waste: registering as a packaging producer • This COVID-19 RPS only applies to obligated packaging producers who have been unable to do one or both of the following: § register with the Environment Agency directly or through a compliance scheme on or before 7 April 2020 § provide accurate and complete information with the application • With this RPS, the Environment Agency will not take enforcement action or charge any additional fees This RPS will be withdrawn on 8 th July 2020, unless this is extended. www. gepenv. co. uk ENERGY | ENVIRONMENT | TRAINING Slide: 7

Energy Efficiency (Private Rented Property) (England Wales) Regulations From 1 April 2020, landlords can no longer let or continue to let properties covered by the MEES Regulations if they have an EPC rating below E (unless they have a valid exemption in place) Landlords that are currently letting a property with an EPC rating of F or G that haven’t already taken action, must improve the property’s rating to E immediately, or register an exemption. www. gepenv. co. uk ENERGY | ENVIRONMENT | TRAINING Slide: 8

Scotland's Deposit Return Scheme The Scottish government has voted in favour of a deposit return scheme, the first of the UK to introduce such a scheme for drinks containers. • The scheme requires a deposit of 20 p when purchasing drinks in single containers. • This deposit can be returned by taking the empty container back to a local shop or takeaway restaurant. A Morrey Distribution Ltd (ADML) • ADML applied for an environmental permit to store refuse-derived fuel on a temporary site • During 11 inspections of the site, the Environment Agency noted that ADML were exceeding storage limits and not meeting basic waste storage requirements • An enforcement notice was issued to ADML to submit a fire prevention plan for the site www. gepenv. co. uk ENERGY | ENVIRONMENT | TRAINING Slide: 11

A Morrey Distribution Ltd (ADML) The Director of A Morrey Distribution Ltd is now being fined £ 84, 000 Breakdown of fines: § £ 1, 000 for failing to comply with the enforcement notice § £ 50, 000 in prosecution costs § £ 33, 000 for a confiscation order The Director could also face a default prison sentence of 12 -18 months should the fine not be paid. www. gepenv. co. uk ENERGY | ENVIRONMENT | TRAINING Slide: 12

Illegally Operated Waste Site Environment Agency received reports of illegal disposal and burning of waste on a Lincolnshire site Environment Agency have taken the following action: o Arrested two offenders o Seized large equipment (incl. lorries and extractors) o Provided legal notices o All site entrances blocked off to prevent further illegal activity The Environment Agency will pursue legal action, which will likely lead to extensive fines and possible imprisonment. www. gepenv. co. uk ENERGY | ENVIRONMENT | TRAINING Slide: 13

Consultation on changes to The Energy Performance of Buildings Regulations 2012 Consultation is seeking views on proposals to amend domestic and non-domestic building carbon saving targets after the UK leaves the EU • Following the UK’s leave from the EU, the UK are required to transpose the Directive (EU) 2018/844 into UK law and identify their own targets to meet our Net Zero target • These targets may therefore impact on business compliance in the future This consultation will end on the 14 th July 2020 www. gepenv. co. uk ENERGY | ENVIRONMENT | TRAINING Slide: 15

Consultation on Combined Heat and Power: the route to 2050 - call for evidence • This consultation seeks the views of the public on: o current benefits of CHP; o the future role of CHP generation in achieving net-zero greenhouse gas emissions by 2050, and supporting green recovery; and o how the technology might support the decarbonisation of heat and the industry. • The views and ideas provided in this consultation will help inform the future policy development.
