Objective § By the end of this session, participants will be able to: – Identify key regulations impacting English Learners – Identify important steps in the process for providing necessary ESL services to eligible students 4
Definition English Learner (EL) “[an individual] who comes from an environment where a language other than English has had a significant impact on the individual’s level of English language proficiency […and] whose difficulties in speaking, reading, writing, or understanding the English language may be sufficient to deny the individual: – the ability to meet the state’s proficient level of achievement on state assessments; – the ability to successfully achieve in classrooms where the language of instruction is English; or – the opportunity to participate fully in society. ” Source: Title IX (20 U. State Policies Related to English Learners
State Board of Education ESL Program Policy 3. 207 English Learners must be identified English Learners must receive adequate services, dependent on their language proficiency English Learners who have an IEP must receive both ESL services and any service requirements listed in their IEP ESL programs must taught by a certified professional and staffed at a ratio no greater than 1: 35 English Learners must exit from ESL services once they’ve met the standardized exit criteria 29
