Tier 1 Process Step 2 Explanations Page 3 Question 5, use the R 6 Parent Survey to answer. Question 6, refer to the definition of Academic Language and respond yes or no. If “No” is checked and time & opportunity is the only reason noted, the student should NOT move forward to Tier 2. The student should remain in Tier 1 to provide the time & opportunity needed for development.

Questions 10 -12 – A “different” language is NOT English NOR their Home Language. Example: If there home language is Swahili, but taught in French, French would be the “different” language.
