What does Morton say? Short summary: James C. Morton’s article “A Tough Approach That Might Work” argues that peple who commit petty crime caused by addiction should be punished, but the punishment should include mandatory treatment as part of prison sentencing. Longer summary would add: He argues that people with substance use issues who commit petty crimes to support addiction do so to avoid the serious illness of withdrawal, a medical issue, not because they want to steal. People who commit repeat petty crime caused by addiction are not deterred with short prison sentences, because the need to avoid the illness is too strong. Morton says people need money and willpower to fight addiction. To solve the problem, and avoid what he calls a “revolving door” prison system, Morton argues the legal system and public health system need to work together.
