About NGO Engagement Advisory Group The NGO Engagement Advisory Group was proposed and formulated by Prof. Xin Li (xinli. ece@duke. edu), the Associate Dean for Research at DKU. The primary goal is to explore external funding resources from foundations and nongovernmental organizations, and provide consulting service for our faculty on the issues regarding to NGO engagement. Two Scenarios in Overseas NGO Engagement 1. Engage with Registered Overseas NGOs (the NGO has already completed registration of established representative offices in Chinese Mainland); 2. Engage with non-Registered Overseas NGOs (the NGO has not registered an established representative office in Chinese Mainland);

Engagement with Registered Overseas NGOs • It will not need to go through the record filing process when our faculty members and internal units engage or collaborate with those registered oversea NGOs, but need to confirm with the overseas NGOs that they have included our engagement or collaborations in their Annual Activity Plans submitted to government authorities. • For the engagement/cooperation that excluded in NGO’s Annual Activity Plans, they should alter their Annual Activity Plans and report to the government authorities. Question 1: how do we know whether the NGO we are reaching out is registered or non-registered? The list of Registered Overseas NGOs could be found on the official website of “Service Center for Overseas NGOs”: https: //ngo. mps. gov. cn/ngo/portal/index. do , or refer to the bilingual index. Question 2: how do we know our project with Registered Overseas NGO has been included in their Annual Activity Plans? Please confirm with NGO before starting the project, ask them to provide a scanned copy of the Annual Activity Plans. Question 3: if we are about to work with those Registered Overseas NGOs, do we need to go through any review or filing process? No. Just go ahead. But if you have any questions or facing any issues, please contact our NGO Engagement Advisory Group. Any other questions regarding to this scenario? 4

Engagement with Non-registered Overseas NGOs To collaborate with the overseas NGO who has not

Engagement with Non-registered Overseas NGOs To collaborate with the overseas NGO who has not registered and established representative office in Chinese Mainland, we should go through record filing process to get the “Temporary Activity Permit (TAP)” from Jiangsu Public Security Department in advance. Office of International Relations (OIR) will provide relevant services for our faculty and research units. Ø As per Suzhou Overseas NGO Affairs Office request, while proposing the engagement or project with non-registered overseas NGOs, we need to go through a pre-approval process in order to check the legal feasibility of the proposed collaboration. The application materials includes: 1. the evidence of the legal establishment of the overseas NGO; 2. Charter and introduction of the Overseas NGO; 3. The project proposal Ø Once the legal feasibility of the proposed collaboration confirmed by Suzhou Overseas NGO Affairs Office, OIR will submit official request to Jiangsu Education Department (JED). Meanwhile, our faculty or relevant units need to work with overseas NGO to prepare the following materials: 1. Documentary and material evidence of the legal establishment of the overseas NGO; 境外非政府组织合法成立的证明文件、材料; 2. A written agreement between the overseas NGO and DKU; 境外非政府组织与昆山杜克大学的书面协议; 3. Relevant information including the name, purpose, location and duration of temporary activities; 临时活动的名称、宗旨、地域和期限等相关材料; 4. Evidence of costs and funding sources as well as the bank account details of DKU; 临时活动项目经费、资金来源证明材料及昆山杜克大学银行账户。 Ø It will take 10 -15 days for JPSD to review the application materials. OIR will login “Service Center for Overseas NGOs” to complete online applications. Once the review process has been done, JPSD will issue the “Temporary Activity Permit” to DKU. 5

Our NGO Engagement Advisory Group will provide necessary advice and solutions while facing any challenges or problems. 01 Contact with OIR and fill up the Application Form 03 02 Ask the NGO for its legal establishment certificate with translated version and Charter OIR will send request to Suzhou to check legal feasibility Est. 15 -20 days for PSD Approval Est. 15 -20 days for JED Approval Est. 5 days for Pre-review by Suzhou PSB Est. 5 days for Internal Process 05 Once documents ready, OIR will send an official application to JED 04 With pre-approval, moving forward to agreements and preparing other required documents 07 Get the TAP from the PSD! 06 01 With approval letter from JED, OIR will upload all documents on the Chinese NGO Affairs System of MPS, and send original copies to PSD

Foundations, social groups, think tanks and other non-profit, nongovernmental social organizations legally established overseas 3. How do we know whether the Overseas NGO is on the “registered list”? You could search the Chinese name of the NGO on the official website: https: //ngo. mps. gov. cn/ngo/portal/to. Infogs. do Or, you could contact ORS or OIR for assistance. 4. As for the engagement with the non-registered Overseas NGOs, how and when shall we start to apply for the “Temporary Activity Permit (TAP)” ? Contact OIR at early stage when you are about to apply the grant from overseas NGO; 5. To what extent we could anticipate to get the TAP? If we can get the pre-approval from Suzhou NGO Affairs Office, which means the legal feasibility confirmed, most likely we will get the TAP on the end. 6. What if we cannot get TAP, but we still want to move forward to getting the significant grant from the overseas NGO? Without TAP, the grant cannot be transferred to DKU account, but we can think about other solutions on a case-by-case basis.
