Energy Efficiency in the Building Sector Attractive area of support in the Czech Rep. Brings multiply effects in line with sustainable development policy: Environmental (reduction of air pollutions, CO 2 emissions) Economic (operational savings) Social (green jobs, helthier and comfortable environement)
Related State Policy and Targtes State Environmental Policy Support energy savings in heating and cooling buildings, development of energy audits and certification of heating systems, improved insulation of buildings, and lighting systems, including support for the construction of low-energy buildings. CZE Targets Reduction of the CO 2 emissions for 20 % by the 2020 Increase of the RES to 13 % by the 2020
Potential for the CO 2 reduction in the CZE Potential CO 2 emission reduction in the year 2020 Mt CO 2 ekv. Choice of the energy source 5 – 12 Energy efficiency in building, transport and industry * RSE Agriculture, forestry etc. * 3 Related to the energy strategy Positive economic impact for households Contribution to energy indpendency Total 28 – 36 Mt

OP ENV Priority Axes and Financing (EUR) 7
Aim of the Priority Axis 3 (3. 1) Energy Efficiency (EE) - realised under the Priority Axis 3 „Sustainable Use of Energy Sources“ Two areas of action: 3. 1 Construction of new facilities and reconstruction of the existing facilities with the aim to increase the use of renewable energy sources (RES) for heat generation, electric energy generation and for combined heat and electric energy generation 8
Aim of the Priority Axis 3 (3. 2) 3. 2 The realisation of energy savings and the use of waste heat in the non-business carrying sector - The operational objective of intervention - to reduce energy consumption for heating of non-business carrying sector objects and to increase proportion of heat and electric energy generation from waste heat production process. 9

Energy Saving Measures at the Melantrichova Primary School in Prostějov The building’s energy intensity has been reduced by exchanging window and door panels and installing the insulation on the school’s exterior and on its roof. Main Benefits – 9 782 m 2 of insulation, reduction of the energy consumption by 1 247 GJ/year and CO 2 emission reduction by 69 t/year. EU subsidy (CF) EUR 757 400
Renovating thermal-technical properties at the Šumavské Hoštice Primary School The project includes construction work and acquisition and assembly of equipment connected with thermal-technical properties of the school. Main Benefits – 2 122 m 2 of insulation, reduction of the energy consumption by 457 GJ/year and CO 2 emission reduction by 25 t/year. EU subsidy (CF) EUR 222 600
Renovations Leading to Energy Savings at the Gymnázium Jaroslava Vrchlického Klatovy Insulation of openings at the exterior walls, insulation of the main building’s attic and insulation of the additional building’s roof was carried out. Main Benefits - Insulation of 5 060 m 2 of the building; reduction of the energy consumption by 713 GJ/year; reduction of CO 2 emissions by 40. 58 t/year. EU subsidy (CF) EUR 274 390

The Green Savings Programme The Programme is focused on support of Environmentally considerate manner of heating and water heating in households Lowering of energy demands in residential buildings (complex or partial thermal insulation) So called passive house building 19
The Green Savings Programme – goals of the programme Reduction in CO 2 emissions of 1. 1 million tons, which is 1 % of all Czech emissions, 2. 2 million kg reduction in dust particle contamination, 6. 3 PJ energy savings in heating, which represents an annual saving in household heating costs of billions of Czech crowns, 3. 7 PJ increase in heat generation from renewable energy sources, Creation or retention of 30, 000 jobs, Improvement of housing conditions for 250, 000 households receiving the support. 20
The Green Savings Programme – Financing The Czech Republic has raised funds for this programme from the sale of emission credits under the Kyoto Protocol on greenhouse gas emissions. The overall anticipated programme allocation is up to CZK 25 billion. The funds can be used until the end of 2012. 21
