Enabling Good Lives System Transformation Partnership Approach What it is: This will be how we work together for the next phase of System Transformation. This Partnership is with the ‘Crown’, Tāngata Whenua and Tāngata Whaikaha, disabled people, family and whānau and key stakeholders in the Disability Support System e. g. Providers. It will be a framework with agreed principles, approach and way of doing things that everyone can understand include in their work, wherever they are working within EGL System Transformation. Partnership framework and Principles Why: To make sure that all our work is directed by disabled people and Tāngata Whaikaha, aligned with the EGL vision, principles and approach, and embeds the machinery of government features: • • • To uphold Mana and be Mana enhancing To ensure Self-determination and Invest in and empower Voice. Create clear expectations of each other, accountability and shared priorities for mutual benefit from the beginning and throughout. How we will use it: Those leading and delivering work will use the Partnership Framework to define how they will work with others. It will guide how work gets co-produced, codelivered and co-evaluated. Partnership agreements will be developed for specific pieces of work. Te Tiriti o te Waitangi is the korowai of our approach. Dialogue and space. Ability to have di�cult, real and honest kōrero. The United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) is the Whaariki and works with Te Tiriti to guide the kaupapa of the partnership approach Clarity and precision. Defining concepts, without being procedural. Clear roles and responsibilities. Trust and Transparency. High trust relationships, transparency, accessing the same information. Being in the right relationship. Acknowledges and values everyone, honours people’s natural authority. Equity and power shifting. Beyond design, must include implementation and ‘operationalising’, with early and frequent learning loops. Moving beyond conventional governance structures. Legitimate, independent, community mandated voice. Led by disabled people, invested in (supported/resourced) by Crown and o�cials. Invest in leadership, capability and capacity.
