Overview Delaware Sustainable Energy Utility (DESEU) Energize Delaware—a nonprofit 501(c)(3) organization created by the State of Delaware. Through our many Energize Delaware programs, we help Delaware residents, businesses, nonprofits, and local governments save money through energy efficiency. Energize Delaware was selected to be the grant manager for $4 million in funds designated for low income energy efficient programs for Delmarva Power customers. The funds originated from the ExelonDelmarva Power Merger Settlement approved by the Delaware Public Service Commission. Energize Delaware, through the Empowerment Grant Program will distribute the funds competitively to organizations capable of delivering energy efficiency programs to low income customers over a three-year period.

The Partnership Energize Delaware is the administrative agency for the $4 million Empowerment Grant Program. One of the largest energy companies in the country with over 10 million customers, it initiated the merger with Delmarva Power which triggered the creation of the merger settlement funds for low-income customers. The role of the Public Advocate is to advocate for the lowest reasonable rates for residential and small commercial utility consumers, consistent with a fair distribution of rates and maintaining reliable utility service. A part of the Exelon family of companies, Delmarva monitors and transfers funds for the Empowerment Grant. They actively participate in the Grant Review Committee Energy Efficiency Advisory Council Grant Selection Committee The PSC approved the Settlement Agreement that established the Empowerment Grant Program. They will receive and review the programs annual report and are represented on the Review Committee. Empowerment Grant Manager Jim Purcell Assistant Manager Kassandra Rodriguez Rysheema Dixon Consultant Staffed by the Delaware Division of Climate, Coastal, and Energy. The EEAC played an important role in the development of the Empowerment Program’s guidelines and application process and will monitor program activities through regular reporting.

Engage with and inform low-income Delaware households about the benefits of efficiency and strategies available. v. Develop a comprehensive community-based approach to address energy efficiency issues in low-income housing by mobilizing public and private sector resources, including grassroots, community-based, non-profit, and faith-based organizations. v. Ensure to the greatest extent feasible that job training, employment, contracting, and other economic opportunities generated by this grant will be directed to lowincome persons in Delmarva’s service area.

DNREC, Energize Delaware and others run Income Qualified (IQ) Energy Assistance Programs that need help coordinating and identifying with local agencies to identify qualified consumers for current programs and programs that go further in their reach. How can you compliment current programs and be additive? • Improving quality of life of community (pollution, health, safety) • A well-placed tree, shrub, or vine can deliver effective shade, act as a windbreak, and reduce your energy bills.
