NY State Retirement Systems Teacher’s Retirement System (NYS TRS) State & Local Retirement System (NYS ERS) Mandatory vs. Optional membership TRS – All F/T teachers, TA’s, guidance counselors and administrators are Mandatory. Substitutes and part-time employees are considered optional. ERS - Membership for full-time 12 month employees is mandatory. 10 month, parttime, and substitute employees are considered optional members. Retirement 6
NYS Retirement Systems What is the NYS pension Plan? The NYS pension plan is a calculated benefit determined at the time of retirement: Years of Service x Final Average Salary x % granted based on age = Annual Pension amount Retirement 7
NYS Retirement Systems Membership in either TRS or ERS: Both retirement systems have 6 levels of membership determined by date of enrollment. New members to TRS are enrolled as Tier 6 members. Mandatory employee contributions are required from each employee. Contributions are determined by salary level, ranging from 3% to 6% of gross earnings. Optional members will pay contributions after electing to enroll. NYS membership includes a death benefit payable to beneficiaries named by the member. NYS Retirement Systems Voluntary Investment Options 403(b) and 457 Programs The 403(b) and 457 Plans are administered by a third party administrator, OMNI Group. Payroll deductions are taken on a pre-tax basis. After opening an account with a vendor, a Salary Reduction Agreement (SRA) is required to begin payroll deductions. Enrollment in the 403(b) or 457 Plans can be requested at any time during the calendar year. Cancellation in the program can be requested at any time during the year. Retirement 9

Health Insurance The Affordable Care Act (ACA) The ACA requires everyone to have healthcare coverage that meets minimum guidelines for affordability and value. If you don’t, you may have to pay a fee on your Federal Tax Return SCSD Health plans meet ACA guidelines: The Syracuse School District will provide IRS form 1095 as proof of insurance eligibility each calendar year. Health Savings Account What is a health savings account? Tax-advantaged medical savings account for those enrolled in a qualifying High Deductible Health Plan (HDHP) Money contributed to an account is not subject to federal income tax at time of deposit or withdrawal. Flexible Spending Account A Flexible Spending Account (FSA) is a benefit provided to you by your employer that allows you to set aside a portion of your pre-tax income to be reimbursed for qualified expenses. Flex Accounts*: Child Care – maximum annual employee contribution = $5, 000. 00 Medical* – maximum annual employee contribution = $2, 600. 00 *The Medical FSA is not available to participants enrolled in the high deductible program Benefit Programs 16
Dental Insurance PPO Network Diagnostics Preventive Restorative Endodontics Periodontics Prosthodontics, Removable & Fixed Oral Surgery Adjunctive General Treatment Orthodontics Benefit Programs Dental services eligible under the District program are covered in full with participating providers. Employees may choose to obtain services with non-participating dentist – the employee is responsible for amounts above the plans reimbursement. 17
