EMERGENCY SOLUTIONS GRANT OVERVIEW Emergency Solutions Grant is a federal formula grant allocated to the State of Indiana and entitlement cities including Ft. Wayne, Gary, Hammond, East Chicago, Lake County and Evansville. IHCDA is the recipient of State ESG Funding which is allocated only to the Balance of State (Bo. S) Continuum of Care (Co. C) Funded counties (excludes Marion County and St. Joseph County).

ESG BALANCE OF STATE FUNDING HUD announced the 2016 -2017 allocation in mid-February; the

ESG FUNDED ACTIVITIES ESG funds three (3) distinct project types: • Program Operations-includes funding for Emergency Shelter/Transitional Housing /Day Center operations and essential services (case management) • Rapid Rehousing and Homelessness Prevention • Street Outreach Maximum Award Requests: • ESG Operations: $60, 000 • Maximum for new applicants is $25, 000 • ESG RR/HP: $250, 000 • ESG Street Outreach: $50, 000

RAPID REHOUSING PROGRAM MODEL Access to Rapid Rehousing without Pre Condition: • No income

RAPID REHOUSING PROGRAM MODEL Access to Rapid Rehousing without Pre Condition: • No income requirement • No criminal history thresholds • No criteria related to rental/housing history Rental Subsidies available for up to 12 months; based on household need • IHCDA recommends promoting Progressive Engagement approach as a standard; develop standards for extending subsidy as necessary Expand housing-focused Case Management

THRESHOLD TO APPLY FOR RRHP FUNDING The Applicant: 1. Must be a part of a private non-profit organization 501 (c) 2. Must not have any unresolved findings with IHCDA or HUD 3. Has not had state or federal funds recaptured 4. Actively attends Regional Planning Council on Homelessness meetings with at least 75% attendance within the 2015 calendar year 5. Is located within the Indiana Balance of State Continuum of Care (IN-502) which includes all counties in Indiana except Marion and St. Joseph 6. Has experience operating a rental assistance or Rapid Rehousing program in some capacity

HOMELESSNESS PREVENTION FUNDS • All ESG RRHP applicants are asked to allocate 10% of

HOMELESSNESS PREVENTION FUNDS • All ESG RRHP applicants are asked to allocate 10% of their overall budget to Homelessness Prevention activities • Exceptions will be made if the agency can demonstrate the receipt of HP funds from another funding source or sufficient available resources in their region

MATCH REQUIREMENTS ESG Sub-recipients must match 100% of the award received by IHCDA Eligible

MATCH REQUIREMENTS ESG Sub-recipients must match 100% of the award received by IHCDA Eligible match includes: • CSBG or CDBG awards • Cash from private donations or foundations • In-kind donations and contributions • Volunteer time IHCDA is finalizing a partnership with FSSA/TANF to provide funds for rental assistance activities for eligible households. Funds awarded through this partnership can be used as match. • Details on award amounts and funding requirements will be communicated after ESG awards are made

RAPID REHOUSING LEARNING COLLABORATIVE • The Rapid Rehousing Learning Collaborative will provide an opportunity

RAPID REHOUSING LEARNING COLLABORATIVE • The Rapid Rehousing Learning Collaborative will provide an opportunity for state-wide Rapid Rehousing program development • Opportunities to embrace and evaluate emerging best practices for Rapid Rehousing will be at the helm of this project through: • • A two-day Learning Collaborative Kick Off Event in August 2016 -facilitated by National Alliance to End Homelessness (NAEH) staff Monthly participant/sub-recipient led calls Ongoing collection of trends/experiences 100 day housing challenge • ESG sub-recipients will be expected to participate with a team of 2 -5 members • Kick-off will be held in August 2016 and the collaborative will span 12 months

LEARNING COLLABORATIVE OBJECTIVE The primary goal of hosting the year-long learning collaborative for Rapid

LEARNING COLLABORATIVE OBJECTIVE The primary goal of hosting the year-long learning collaborative for Rapid Rehousing providers is to strengthen the service delivery model provided for rapid access to housing throughout the balance of state. Objectives include: • Strengthening relationships between RRH providers • Identifying state-wide and regional best practices • Identifying the limits of Rapid Rehousing as an intervention and identifying alternative solutions • Learn from people utilizing RRH to end their experience of homelessness through a participant survey • Evaluate the outcomes of projects/models

EXPECTATIONS OF APPLICANTS/SUBRECIPIENTS All ESG funded RRHP sub-recipients will be expected to: • Attend

If sent by e-mail, the Application Forms should be attached as one Excel or PDF document and the Attachments/Tabs should be scanned and attached as one PDF document (wherever possible). Certification and Signature page must also be printed, signed with original signature, scanned and attached to e-mail. If submitted by mail: Application forms must be completed electronically, then printed and mailed with all attachments (tabs), including Certification Statement and Signature page in one envelope to address listed on previous slide. Send only one (1) paper/hard copy. The application can be double-sided, with a clip placed around all documents. Do not copy and paste application onto a new document, staple forms, or enclose in folders or three ring binders. The tabs for each attachment should be easily removable and placed behind application forms in order listed.
