SOME OF THE IMPACTS OF CFW SCHEMES • ‘Shortcut pathways have reduced time needed to fetch water from nearby source’ • ‘Shortcut pathways have reduced the distance to travel for reaching nearby market’ • ‘Because of improved pathway we can carry emergency patients to highway/hospital quicker and more easily especially as we don’t have regular transportation service’ Page 7
CHALLENGES • Pressure from local elites vs targeting the marginalized (Ward Management Committee gender imbalanced in case of South) • Scattered settlement vs monitoring • Economic blockade/ fuel shortage • No experience of Emergency livelihood programs among partner Page 8
LESSONS LEARNT • More the capacity of partner built, more is the achievement • More you respond to community feedback, more satisfied/happier is the community • communicate, communicate (loud and clear). Page 9
Gender inclusion and protection Presented by: Suraj Acharya on behalf of Sarita Rai, Gender Officer
Methodology • Need assessment • Beneficiaries age, sex, caste disaggregated data collection • Consultation with women, girls and boys • Community meeting and orientation • Coordination, communication and facilitation with stakeholders Page 11
Good practices of EFSVL on gender and protection • Provision of equal wage for women and men • High participation of women in Cash For Work • Opportunity provided to women as a supervisor role in Cash for Work • Women participation is increasing in social decision making process • Priority given to women headed household for livelihood support • Priority given to women group for agricultural tools support • Only able people aged between 18 -60 were included in cash for work. Page 12
Contd. . • Compassionate grant to people who can’t come to cash for work. • Guidance to people for legal documents • Cash distribution points fixed as per the ease to reach for all beneficiaries (3 points per ward). • Separate lines were made for cash payments to most vulnerable ones (disabled, elderly people). • After implementing Oxfam activities in the communities, women have started to express their hidden issues related on violence and discrimination Page 13
Challenges • Women are less aware of legal registration and land right • Gender role limited to women • Patriarchal society, traditional and socio-cultural aspect of the community • Capacity of partner during emergency • Challenge to continue an equal wage for women and men in upcoming days Page 14
Way forward… • Awareness raising on citizenship right, land right and other legal documentation. • Capacity building for partners • Encourage women for active participation and leadership role • Address the key issues of socially back warded and marginalized groups • Hold community level meetings and regular orientation to key stakeholders in regard to gender.
