So what exactly is an Integrated Care System? • A collaboration of Partnerships • A bringing together of local NHS providers and commissioners, local authority and other local partners to collectively plan and integrate care to meet the needs of their population • Generally covers a 1 to 3 million population

Mission We will tackle health inequalities and improve the lives of our poorest fastest. We believe we can do this best by working in partnership. Aims 1. Improve the health and wellbeing of local people 2. Shift from an illness focus to a health & wellbeing model 3. Provide better joined up care, closer to home

Integrated Place Based Care • Planning, managing and delivering services together for our populations in our neighbourhoods would enable us to focus on need be that a health need or a wider determinant of health need • Linking education, employment and service delivery in a Place/Borough enables us to shape our workforce and build resilience and opportunity in communities • Linking health skills and knowledge with housing and care across our neighbourhoods enables us to support our families in need or at risk of harm

But the ICS is not a Statutory Body! • The ICS needs to find

But the ICS is not a Statutory Body! • The ICS needs to find a way of combining the statutory NHS decisionmaking authority that currently exists in 9 CCGs to act on behalf of the entire Cheshire and Merseyside population • It is argued therefore that the system requires delegated decision making at the very least eg Joint Commissioning Committee in order to discharge that system function • It is further argued that a single CCG acting solely for the whole system population avoids potential disagreement between statutory bodies from different parts of the system.
