Open Enrollment: Overview • The Open Enrollment period ran from January 23 to February 3 • Auto-dialer calls and emails announcing Open Enrollment were made to families of all current 6 th – 11 th grade students • Open Enrollment information was posted on the District’s website • Principals showcased their schools at a public information meeting 2

Parent Survey Results • Survey of primary reason for Open Enrollment was incorporated into application • Parents were asked to identify single most important reason for request • Survey provided data showing predominant reasons for transfer – District-wide – By school 6

Survey Data Results • Of the 248 parents who wrote in “other” responses, reasons provided included: – Siblings/relatives attending the same school – Block schedule vs Traditional Schedule – Program continuity – Transportation 8
Survey Data Results • 63 out of 1529 applicants cited “general perceptions of current school’s safety” as their reason for transfer • This represents a reduction from the 2016 -17 survey in which 97 respondents cited perceptions of safety as their primary reason • 75 applicants listed specific “safety issues pertaining to their child” as their primary reason, up by 5 responses from last year • Staff will follow up with these families regarding their particular circumstances 9
Suggested Follow-Up Actions • Distribute and analyze a more targeted followup survey to parents of applicants • Continue School Outreach and Parent Communication by individual principals/schools • Expand Regional Outreach and Communication/Regional Branding • Maintain Marketing Campaign • Continue Staffing Augmentation to designated schools 10
Open Enrollment Caps • At the January 17, 2017 Board meeting, the Board approved Open Enrollment caps at three schools. • Of these schools, only Cosumnes Oaks High School will need to impose the approved cap. Open Enrollment Considerations: • For the past nine years, the Board has approved a cap of 5%, limiting the number of students leaving any single school to ensure that every school enrolls sufficient students to maintain a comprehensive instructional program • In order to ensure program stability at all schools, it is recommended that a cap again be approved this year for schools losing more than 5% of enrollment through Open Enrollment transfer • These schools are: • Harriet Eddy Middle School • Florin High School • Samuel Jackman Middle School • Laguna Creek High School • Toby Johnson Middle School • Valley High School • James Rutter Middle School 12
Open Enrollment Random Selection Process Recommendations • Should the Board approve the 5% cap, it will be determined through a computerized random selection process which students will enroll at their schools of choice • The selection process also will determine which 200 students will be allowed to transfer to Cosumnes Oaks High School, pursuant to the cap • February 28, 2017 • Samuel Jackman Middle School, Multipurpose Room • 6: 00 p. m. 13
Open Enrollment Guidelines • The Open Enrollment Agreement applies only to the student making application • The agreement does not extend to siblings • Once enrolled in a school of choice, a student does not have to reapply for admission to that school; however, he/she must apply to attend a school of choice at the next level (i. e. , middle school to high school) • Parents must provide transportation for Open Enrollment students 14
Open Enrollment Timeline February 28, 2017 • If approved, Random Selection Process conducted at Samuel Jackman Middle School at 6: 00 p. m. Week of March 8, 2017 • Notification of Open Enrollment acceptance sent to students and parents March 22, 2017 • Deadline for parents to accept Open Enrollment Agreement to requested school 15
Open Enrollment Board Action Requested: • Approve Open Enrollment transfers from schools with fewer than 5% transfer requests. • Impose a 5% cap limiting the number of students who would be allowed to transfer from Harriet Eddy, Samuel Jackman, Toby Johnson, and James Rutter middle schools and from Florin, Laguna Creek, and Valley high schools. • Approve an Open Enrollment random selection process, to be held February 28 th at Samuel Jackman Middle School, to: – Determine which students from schools whose requests exceed 5% will be allowed to transfer to their schools of choice. – Identify 200 students who will Open Enroll into Cosumnes Oaks High School. 16
