Electricity Aggregation Program • What is Electricity Aggregation? • Electricity was deregulated in 1998 in Massachusetts • This started open market pricing of electricity and allowed third parties to sell electricity • The electric utility will continue to provide service and will be the provider of last resort • Their price for supply will change every six months by law – the utility cannot negotiate a long- term contract for supply • This inhibits the ability of the utility to be the lowest cost provider because they cannot lock in pricing to take advantage of low -priced markets
Electricity Aggregation Program • The Town of Dartmouth joined with 22 other communities to develop a program that allows residents to purchase electricity through a competitive bidding process. • The Town participated in contract development and review with the Town’s legal representative. • Dartmouth residents can participate in the program or can exercise an option to decline to participate, that is, opt out.

Wh – This is the Supplier Rate and found on your electric bill under “Supplier” • Term – Ends January 2021 New Contract Details Disclaimer: A goal of the CEA program is to produce savings for customers, but savings cannot be guaranteed compared to the utility’s basic service rate which changes every six months for Residential and Commercial customers, and every three months for Industrial customers. The aggregation program seeks to provide price stability and average savings over the full term of the program, but because future basic service rates are not known, there is no guarantee of savings.

Electric Aggregation Program – Communication Timeline • Dec 21 – Update Dartmouth Select Board • Dec 22 – Post presentation deck on website; post other links of interest • Jan 4 – Dartmouth DCTV releases informational presentation • Jan 6 and 7 – Dartmouth residents receive a mailing regarding the program changes • January 2021– Dartmouth residents receive their Jan electric bill with notice of supplier change
