PREAMBLE National Electric Mobility Mission Plan 2020 Enhancing National energy security Mitigate adverse environmental impact from road transport Boosting domestic manufacturing capacity of EVCs To increase Electric & Hybrid vehicle up to 6 lakh in India MSEDCL designated as a State Nodal Agency ( Go. M notification dtd 21. 02. 2019) Government of Maharashtra Initiatives: Maharashtra’s Electric Vehicle Policy-2018 (Go. M Resolution dtd 14. 02. 2018) Vision Mission Maharashtra- a globally competitive state for Electric Vehicle and component manufacturing, and maximize adoption of EV. Maharashtra amongst the most preferred investment destinations for global investors. Objective • • • Target • • • To make Maharashtra state competitive towards faster adoption of electric vehicles. To provide affordable tariff chargeable from EV owners. To make Maharashtra at upfront in increase in manufacture and use of electric vehicle. To increase in opportunity of employment and Research and development in EV technology. To encouraging for exporting part EV vehicle, battery and charging equipment. To increase registered Electric Vehicle up to 5 lakh in Maharashtra. Investment in EV vehicle, battery and charging equipment up to Rs 25000 crs. Employment to 1, 000 manpower. 2

INCENTIVES & PROVISIONS FOR EV BUYER First 1, 000 EV private/public passenger bus buyer

INCENTIVES & PROVISIONS FOR EV BUYER First 1, 000 EV private/public passenger bus buyer whose vehicles are registered in the state will be eligible for user subsidy over policy period of 5 years. 10% subsidy for passenger buses registered in the State to private/public bus transport buyer, on base price (maximum limit of Rs. 20 lacs per vehicle) will be eligible to buyer. First 1, 000 EV (2 wheeler-70, 000, 3 wheeler-20, 000 and 4 wheeler-10, 000 all categories combined) registered in the State, private transporter and individual buyer to get end user subsidy over policy period of 5 years. 15% subsidy (maximum limit of Rs. 5, 000 for 2 wheeler, Rs. 12, 000 for 3 wheeler, and Rs 1 lac for 4 wheeler) per vehicle to private transport and individual buyer for Electrical Vehicles registered in the State, on base price will be paid to buyer. Exemption from road tax and registration fees for Electric Vehicles. 3

PRESENT STATUS FOR SETTING UP OF EVCS MSEDCL Initiatives Web portal on Cloud for EV Charging Infrastructure Operating Center Pilot project EV Charging station 2 nos of EVCS at Nagpur & Pune in the month of June 18. Phase-I 10 nos of EVCS (DC Fast charger of 15 kw ) in Thane, Navi Mumbai & Pune. Phase-II 40 nos of EVCS in Nagpur, Nashik, Aurangabad, Thane, Navi Mumbai & Pune. Phase-III 450 nos of EVCS to scale up the charging stations depends on penetration of EV on roads. Digital Features (Mobile App) • Status of EV Station • Station Specifications: • Plug Type • Power (DC, AC) • Opening Times • Cost, Available times (book through app/ MSEDCL Consumer number) • Distance from current location • Alternate EV station name and distance in case the nearest one is busy or not in service. Also, all proximal stations en route • Advance booking of charging schedule. • Architecture for EV and Charging Infrastructure EV Tariff : MERC has framed separate TOD tariff for EV charging station and fixed at Rs. 6 per unit and consumer will benefitted at night hours from 22. 00 hrs to 6. 00 hrs by Rs 1. 5 per unit. 4

GOI Guidelines and standards Ø Go. I has issued Charging infrastructure for Electrical Vehicles - revised guidelines and standards on dtd 01. 10. 2019 Ø Features 1. Public Charging Infrastructure (PCI)- Requirements Appropriate cabling & electrical works ensuring safety standards as laid down by CEA. 2. Public charging Infrastructure (PCI) for long range EVs and/or heavy duty EVs: At least two chargers of minimum 100 k. W capacity with single connector gun each. 3. Location of Public Charging Stations: At least one Charging Station shall be available in a grid of 3 Km X 3 Km. EV Station shall be set up at every 25 Km on both sides of highways/roads. 4. Database of Public EV Charging Stations Central Electricity Authority (CEA) shall create and maintain a national online database of all the Public Charging Stations through DISCOMs. 5. Tariff for supply of electricity to EV Public Charging Stations: 6. Fixing of Service charges at Public charging station(PCS): The PCS/FCS has been installed with Government Incentives 7. To maintain and provide Database of Public EV charging stations to CEA. 3. To notify appropriate protocols as prescribed by CEA mandatorily complied by PCS. 4. To provide necessary support to Central Nodal Agency (CNA) i. e. Bureau of Energy Efficiency (BEE). 5. To follow up for Tariff approval by MERC in accordance with tariff policy issued under section 3 of Electricity Act 2003 as amended from time to time. 6. To fix the ceiling of service charges to be charge by PCS/ FCS Where PCS /FCS has been installed with Government incentives (Financial or otherwise). Ø As Service provider 1. Providing infrastructure and connection to EV Charging station under a universal supply obligation. 2. To provide quality and reliable supply to EV charging station 3. To allow open access to EV charging station. 4. Submit proposal to MERC for fixing separate tariff to EV Charging station. 5. Providing Mobile application for Charging infrastructure Operation Centers. To enable advance remote/ online booking of charging slots by EV owners regarding location, types and number of charger installed/available. 9
