TEXAS VOTER ID LAW REASONABLE IMPEDIMENT (LIST “A” DOCUMENTS) • VOTER IS REGISTERED BUT DOES NOT HAVE ACCEPTABLE ID • ASK THE VOTER TO PROVIDE (1) OF THESE ID’S a. a valid voter registration certificate (if on Election Day, the voter registration certificate indicates that the voter is appearing at the incorrect polling place, the voter should be directed to the correct polling place TIME PERMITTED) b. a certified birth certificate (must be an original); or c. a copy or original of a current utility bill, bank statement, government check, paycheck, or other government document that shows the voter’s name and an address (with the exception that a government document containing a photograph must be an original). REQUEST TO CANCEL BALLOT BY MAIL A VOTER MAY SURRENDER THEIR UNMARKED BALLOT BY MAIL AT THE POLLING PLACE AND VOTE A REGULAR BALLOT. 1. Take the unmarked ballot from the Voter 2. Call the office to cancel the Ballot By Mail. 3. The voter will complete the “VOTER HAS MAIL BALLOT” Section of the Request to Cancel Application for BBM Form. They will circle “mail ballot” and “presiding election judge” then sign their name in that box. If the Voter would like to cancel their BBM for the entire year, write “Cancel Yearly BBM” at the top of the form and have the voter sign and date beside that request. 4. The Election Judge will complete the section at the bottom of the form. 5. Put the form and the unmarked Ballot in the Golden Rod Envelope. 6. Process voter as a regular walk-in voter. IF A VOTER DOES NOT HAVE THEIR BALLOT BY MAIL IN HAND THEY WILL NEED TO GO TO THE ELECTIONS OFFICE. * Voter MUST go to the Elections Office to complete a BBM Request to Cancel Application Form. * Voter MUST show a Valid ID at the Elections Office. * Voter will receive a copy of the Request to Cancel Form and will return to the correct polling location to vote. A VOTER MAY BRING THEIR MARKED BALLOT TO THE ELECTION OFFICE ON ELECTION DAY ONLY. *The Voter MUST bring their own marked/voted ballot to the Elections Office. *Voter MUST show a Valid ID at the Elections Office and sign a form. *It is ILLEGAL for a Poll Worker to take a marked/voted ballot from a Voter. 9 ROCKWALL COUNTY ELECTION DEPT. 10/20/2021

Statement of Residence (YELLOW CARD) • If a Voter comes into the Polling Location and wants to Vote, but they have moved. • • • First ask if they have moved within Rockwall County, if so have the voter fill out a Statement of Residence Card. NOTE* DO NOT ALLOW THE VOTER TO VOTE UNTIL THIS IS COMPLETE (VERIFY THE ADDRESS IS IN ROCKWALL COUNTY) Please have Voter put a phone number on the card. If the voter has moved out of the county they may NOT vote in Rockwall County. • (The Voter may go back to the county they moved TO and do a Limited Ballot if it is during Early Voting) ROCKWALL COUNTY ELECTION DEPT. 10 10/20/2021

PROVISIONAL BALLOTS • All Provisional Paper Work must go in the ORANGE PROVISIONAL BAG Provisional Ballot Filled out Completely Front and Back of the Provisional Green Provisional Combination Form Green List of Provisional Voters There are two types of Provisional Voters: 1) A person that is not registered in Rockwall County but wants to vote: execute a Provisional Ballot (2) A Person that does not have any form of ID but insists on voting: execute a Provisional Ballot NOTE: Voter has 6 days to appear at the Main Election Office to provide proper identification THE PROVISIONAL BALLOT IS THE VOTER’s REGISTRATION CARD. NOTE: PROCEDURE If the voter indicates he or she registered at DPS (the voter checked box #2 at DPS indicating they wish to become a registered voter). If the person states they did register at DPS, the election officer must ask the person if he or she knows the approximate date that the person went to DPS. The election officer must then note that the voter went to DPS and, if the person knows, the approximate date the person went to DPS, on the Provisional Ballot Affidavit Envelope in the “Other” line.
