Children and Youth at Risk Purpose of the programme: • improving the wellbeing of children and young people from birth to age 26 in Estonia. Programme expected outcomes: • Effective and efficient measures addressing vulnerable groups of children and youth facing particular risks are implemented. • Policies and standards of interventions in the field of juvenile justice are developed and implemented in view to ensuring protection and securing full rights during detention and a wide range of opportunities for young offenders to re-integrate society created. Budget § EEA grant 6 505 000 euros § National co-financing - 1 147 941 euros

Managment Programme Operator: Ministry of Education and Research In close co-operation with: Ministry of Social Affairs and Ministry of Justice. Donor Programme Partner: Norwegian Association of Regional and Local Authorities(KS) The implenting agency of Programme Operator: Estonian Youth Work Centre Contacts with “Public Health Initiatives“ and „Domestic and Gender-based Violence“ programmes (both Ministry of Social Affairs) and Estonian NGO-s programme.

The main focuses of the programme • Creating a legal and organisational framework and structures to support children and families. This part of the programme aims at effective and efficient policy development mainly at the state and regional level and therefore is carried out in the form of a predefined project. Emphasis will also be put on evaluation mechanisms and data collection to evaluate the results of the activities. • Supporting and empowering professionals dealing with children at risk in multiple institutions (local goverments, educational and youth work institutions, non-governmental organisations etc). • Provision of high-quality and evidence based interventions to children, young people and families to prevent juvenile delinquency and re-offending behaviour and to support parenting skills. Measures will be offered based on youth work and restorative justice principles.

• The activities support implementing national strategies (National Strategy for Children and Families 2012 -2020, Youth strategy 20142020, Estonian Life-Long Learning Strategy etc. ). • Planned ending of the Programme is 30. April 2016.

Open calls • Development and application of inclusive and appropriate intervention strategies in formal education system (call is closed). • Capability of youth organisations and youth work organisations has increased to involve children and youth at risk (call is closed). • Social inclusion of excluded young people and prevention of re- offending behavior (call is opened).

Small grant scheme: • • Implementing community-based crime prevention measures (call is closed). Budget 295 146 euros. Offering aftercare to incarcerated youth both in prisons and special schools (call is closed). Budget 474 650 euros. Responsible ministry: Ministry of Justice

Bilateral relations fund The aim of the bilateral relations fund is to facilitate and support cooperation among entities from Estonia and Donor States. • The fund is structured in two directions: a) 30 % (34, 438 EUR) of the fund for bilateral relations will be used by Programme Operator for seminars for potential and existing Project Promoters and potential partners from the Donor States; and b) 70% (80, 356 EUR) of the fund for bilateral relations will be used for networking events, as well as the exchange of knowledge and experience between Project Promoters and entities in the Donor States.

Bilateral relations fund The total amount of grant distributed in the frames of the FBR direction b is 80, 356 EUR. • Under the open calls (output 4: Development of application of inclusive education and appropriate intervention strategies, output 5: Development of youth work and other youth organisations, output 6: Social inclusion of excluded young people and prevention of reoffending behaviour) the maximum grant amount is 30, 000 euros per project. • Under the predefined project managed by Mo. SA the maximum overall grant amount is 30 000. More than one project may be submitted. • Under the SGS calls (output 3: Community- based crime prevention; output 7: Aftercare for incarcerated youth) the maximum grant amount is 20, 000 euros per project.

Bilateral relations fund • The deadline for submitting applications for direction b are accepted on continuous basis after the guidelines are published at the Programme webpage until the 1 st of December 2014 at 16: 00 PM (EET) or until the total amount of FBR is used up whichever moment comes first. • These activities can be implemented on continuous basis until the 31 st of December 2015 or until the total amount of FBR is used up whichever moment comes first.

Bilateral relations fund Eligible expenses are: • Fees and travel expenses related to the participation in conferences, seminars, courses, meetings and workshops; • Travelling expenses of study trips; • Travelling and salary expenses for visits by experts; • Fees of external advisory; • Costs related to feasibility studies and preparation of financial and economic analysis; • Costs of conferences, seminars, courses, meetings and workshops; • Promotional and information activities.
