1 Program Desk Review - Overview
Program Desk Review • The Program Desk Review Process … in the best interest of our students • Tiered over six years o Tier 1 includes elements 1 to 3 o Tier 2 includes elements 4 to 11 (excluding element 6) • TFM and Notification • Educational Stability Review Process and Checklist • Monitoring Criteria and Legal Standards • Educational Stability monitoring documentation submission through Survey Gizmo by December 4, 2020 Massachusetts Department of Elementary and Secondary Education 4
Timeline • Notification o Sent by your reviewer: early February 2020 o Questions and technical assistance should be raised with your reviewer • Desk Review • Documentation Due: December 4 th, 2020 • Site visit only if needed: • If a site visit is warranted at any point during the review, it will be coordinated with the districtidentified lead contact. • The lead contact will be responsible for scheduling the appropriate staff for interviews and providing any additional documentation. Timeline 1. Prepare documentation and label by Element number. Use the link below to access the electronic submission form 2. Required documentation must be submitted no later than December 4, 2020. Timeline 4. The Educational Stability Team will notify the district of findings, in an Initial Monitoring Report, during the week of January 15, 2021. Note: if the monitoring criteria have been met the district will be issued a Final Monitoring Report at this time. 5. Districts will have until February 12, 2021 to submit directly to your reviewer’s email corrective responses to any findings 6. 2 Element 1 – Designated Staff
Element 1 • Element 1 Designated Staff o Appropriate documentation § Name and position of designated staff for each subgroup Ø Homeless liaison Ø Foster care point of contact (POC) Ø Not required for military connected students Ø DESE profile pages must match what is submitted. § Estimate of time spent (hours/week or month, or range of hours/week) Massachusetts Department of Elementary and Secondary Education 12

Element 3 - Policies and Procedures 3 a. Policies o Must be in compliance with ESSA and school committee approved (date) o Homeless policy – definition, remove awaiting foster care, designated receiving schools, preschool, summer programming, immediate enrollment and transportation to the end of the year in which a student becomes housed o Foster care – Definition, best interest determination, school of origin, immediate enrollment, ensuring transportation Massachusetts Department of Elementary and Secondary Education 17
Element 3 - Policies and Procedures o Military connected students- Definition, acknowledges MIC 3, provides families with options to self-identify, enrolls and accepts previous school work, transfer records upon request to receiving schools ensure on time graduation o MASC policies dated October 2019 are in compliance with ESSA Massachusetts Department of Elementary and Secondary Education 18
Element 3 – Policies and Procedures Additional policies, procedures, and forms • 3 b reviews related policies and forms that may create barriers to enrollment • 3 c reviews immediate enrollment procedures. • Why is DESE looking for this? o Acknowledgement in policies and on forms that students who are homeless or in foster care may enroll without documentation. o Opportunity for voluntary self-identification of military connection Massachusetts Department of Elementary and Secondary Education 19
