The EIF: the case for change §Currently, the accountability system can divert providers from the real substance of education. §What young people learn is too often coming second to delivering performance data. §Teaching to the test and a narrow curriculum have the greatest negative effect on the most disadvantaged and the least able learners. §The EIF puts the curriculum at the heart of the new framework, putting the focus on the substance of education. A reminder of our definition of curriculum §The curriculum is a framework for setting out the aims of a programme of education, including the knowledge and understanding to be gained at each stage (intent); translating that framework over time into a structure and narrative, within an institutional context (implementation); and evaluating what knowledge and understanding learners have gained against expectations (impact). Quality of education judgement The new quality of education judgement puts the real substance of education, the curriculum, at the heart of inspection. Inspectors will have a connected, educationally focused conversation, incorporating: § curriculum design, coverage, appropriateness and delivery § teaching (pedagogy) § assessment (formative and summative) § attainment and progress (qualifications and assessments) § knowledge and skills development § destinations. Curriculum expertise §Inspectors may not be an expert in every curriculum area, but they are experts in curriculum. §A curriculum should be sequenced. §A curriculum should have clear curricular goals. §Assessment is a vital tool for improvement: not just for summative assessment of knowledge. §A golden thread through ‘intent’, ‘implementation’ and ‘impact’. §A curriculum is the vehicle by which learners make progress. §Fluency, automaticity and expertise. How are the ‘deep dive' areas selected? §Lead inspectors will use the validated data, SAR and QIP to direct inspectors to the initial specified areas for deep dives. §Inspectors may carry out several during an inspection. §A deep dive will be much more focused on a specific group of learners. §Most providers that know their provision well, will not be surprised at the initial selection to deep dive areas by the lead inspector. Some reminders principles for QE §Intent, implementation and impact are not graded separately. §QE includes leadership of the curriculum. §A provider may have different curriculum intents for different provision types or groups. §Curriculum as a progression model for knowledge, skills and behaviours. §Inspectors will focus on how teachers’ teaching and assessment support learners to build their knowledge and apply it as skills. Inspection reports § We have revised our approach to reporting under the EIF across all remits. § The purpose of our reports continues to be to inform public users and to help providers improve. § User research has told us that parents and others would prefer reports to be shorter and clearer. § Our reports must be useful for those we inspect. § New reports will reflect more accurately and vividly what makes individual providers unique. § Reports will continue to give some providers direction about areas that they can improve on. § This approach will complement our emphasis on professional dialogue between inspectors and leaders throughout the inspection.
