Education, Health and Care (EHC) Plans • Cover Education, Health and Care • Children are at the centre of the plan • Parents must be involved in developing and evaluating the plan • The plans focus on outcomes, with a clear view on how resources will be allocated • Cover Further Education as well as schools
Education, Health and Care Plans So far • 46 Education, Health and Care Plans converted • About 200 currently under conversion • 50 new requests for EHC assessments, of which we have agreed 41
Conversion timetable • Priorities – School leavers – Primary/secondary transfer – Yrs 2, 5, 9, 11 – Will be updating our transition plan • Working closely with Richard Cloudesley, Bridge & Samuel Rhodes for pupils there
Feedback so far • ‘The plan explains in detail my child’s needs which are totally unique’, • ‘You have kept me fully informed’ • ‘Thank you for not making JP a number’ • ‘A lovely positive experience’. • ‘Cannot be confident that plan will be better than statement until it is fully operational’
Challenges • Biggest change for a generation – a major culture shift for, schools, education department, social care and health - new ways of working are still bedding in. • The new assessment process is better, but more time consuming – and the statutory timeframe is shorter • Providing statutory advice within revised timeframes is a significant challenge for Health and Social Care. • About 920 Statements. Carrying out the conversions well – not just a paper exercise – is a massive task
Challenges • Holding schools to account – Schools Information Report, Ofsted, funding • When the voice of the young person and the voice of the parent / carer say different things • Preparing for adulthood. Transition planning; children’s and adults’ services working together. • 0 – 25 because – A young person may need additional time to complete a course of study; not – That anyone with an EHCP should expect to stay in education until they are 25
All about Outcomes: what difference are we making? • Developing mechanisms for evaluating progress towards goals/outcomes • Need families at the centre – Are the outcomes the right ones? – Is the child/young person making progress? – What is working/not working? – What should plan look like for next year?
