Education and Training Voucher (ETV) Scholarship Program for current and former foster youth 1622 years old to help them achieve their educational goals
What does ETV do? Eligible students can receive up to $5, 000 per school year to pay for • Tuition & fees • Vocational training • Housing • Utilities • Personal living expenses • Childcare • Books and school supplies • A computer • and more!
Tuition Waiver vs. ETV College Tuition and Fee Waiver: State law that exempts or waives payment of tuition and fees at state supported colleges/universities for foster youth currently or formerly in the care of DFPS and for those adopted from DFPS. Tuition Waiver ETV State law Federal funds Only state-supported colleges/universities Post-secondary education institutions Waives tuition/fees Up to $5, 000/school year * The Tuition/Fee Waiver and the ETV program can be used together at state-supported colleges/universities
ETV Eligibility Who is eligible to receive ETV funds? • Youth who are at least 16 years old still in foster care • Young adults under 21 who: • have aged out of foster care • are in extended foster care • who were adopted after turning 16 • Young adults under 23 who have accessed ETV funds before turning 21 • Youth under the custody of the Texas Juvenile Probation Commission • Tribal youth in foster care

Application Reminders We are now accepting Summer applications through 7/1/17. Application Deadlines Fall - Oct. 1 Spring – March 1 Summer – July 1 Technical school deadlines may be different, talk with your ETV Coordinator Highlights: • Use your full name on documents • Only submit one application per school year • Submit an “Initial Application” for your very first application • Submit an “Update Application” every time after that • Check every semester you PLAN to attend school, even if you’re not absolutely certain you’ll attend yet • Check “authorize” or “decline” on the DFPS Consent to Release Information” form • Ensure screenshots of documents are legible and show your full name
Initial Application Checklist Initial Application = NEVER Received ETV Funds in Past ü Complete Initial Application (online or paper) ü DFPS Verification of Eligibility** (form on ETV website; ask DFPS PAL staff to complete) ü ü ü ü Tuition & Fee Waiver Letter** (ask DFPS PAL staff for copy) Financial Aid Award Letter (or billing statement for Voc. Schools) Class schedule Student classification (within the application) DFPS Consent for Release of Information (section w/in the app) Budget Worksheet Purchase Voucher(s) & supporting documents **Only have to be turned in one time when a student completes an Initial Application.
Updated Application Checklist Updated Application = HAVE Previously Received ETV Funds ü Complete Updated Application (online or paper) ü Financial Aid Award Letter (or billing statement for voc. schools) ü Class Schedule ü ü ü Unofficial Transcript Student classification (within the application) DFPS Consent for Release of Information (section w/in the app) Budget Worksheet Purchase Voucher(s) & Supporting Documents * An Initial Application or Updated Application must be completed once each school year.
Transitioning Semester Checklist Transitioning Semester = Semester(s) AFTER a Completed Application within the SAME School Year ü ü Class Schedule Unofficial Transcript Purchase Voucher & Supporting Documents 21 & older only—Financial Aid Award Letter (SAP—Satisfactory Academic Progress) ** Example: In September, Sally Student (19 years old) completes an Initial Application & submits all required documents for the fall semester. Sally is eligible for ETV & is awarded ETV funds. In January of the same school year, Sally Student turns in the following for the spring semester: class schedule, unofficial transcript, & three purchase vouchers with supporting documents (for rent, electricity, & release of funds). * A student must complete one application each school year (Initial or Updated app).

An ETV Success Story • Nick entered the foster care system at 12 years old. • He sought services at BCFS Health & Human Services-Tyler. • He completed the PAL (Preparation for Adult Living) program at BCFS.
An ETV Success Story • He applied for scholarship funds through ETV. • He currently attends Tyler Junior College. He is a biology major who aspires to go to medical school. • In 2015, Nick was presented with the DFPS Foster Youth of the Year award.
